Abstract

ABSTRACT Problem Statement (GAP) The availability of rice is very important because rice is a basic need for most Indonesian people, especially in Tomohon City. Population growth is increasing, so the demand for rice is increasing, but the availability of agricultural land is decreasing due to land being converted into housing and public facilities. Purpose: The aim of this research is to describe and analyze the government's role in maintaining the availability of rice in Tomohon City, North Sulawesi Province. Method: This research uses qualitative research methods with a descriptive approach. The data collection technique uses data triangulation techniques, namely observation, interviews, documentation with 13 informants with data analysis techniques according to Miles and Huberman. Result: The results of this research reveal the role of the government as a regulator in forming regulations which become a permanent legal basis for maintaining the availability of rice, the role of the dynamist is to encourage community participation to actively participate in maintaining the availability of rice through several programs such as cheap food programs, food villages and increasing the capacity of farmers and the role of facilitator The government facilitates the farming community, such as providing modern facilities and infrastructure such as tractors and rice shedding machines and fertilizer to farmers, apart from that, the role of agricultural extension workers is to provide direct intervention to farmers to improve the quality and production of rice. Conclusion: The government's role in maintaining the availability of rice in Tomohon City is running well. This can be seen from the availability of rice in Tomohon City which is sufficient for consumption by the people in Tomohon City. Keywords: Food, Rice Availability, Government Role ABSTRAK Permasalahan (GAP): Ketersediaan beras sangatlah penting karena beras merupakan kebutuhan pokok sebagian besar masyarakat Indonesia Khususnya di Kota Tomohon. Pertumbuhan penduduk semakin meningkat, maka permintaan akan beras semakin meningkat, tetapi ketersediaan lahan pertanian semakin menurun karena alihfungsi lahan menjadi pemukiman dan fasilitas umum. Tujuan: Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis peran pemerintah untuk menjaga ketersediaan beras di Kota Tomohon, Provinsi Sulawesi Utara. Metode: Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif.
