Abstract

ABSTRAK Kabupaten Mimika merupakan salah satu wilayah di Indonesia yang masih menyimpan berbagai macam permasalahan dan salah satu masalah yang sampai sekarang telah ada dan masih terjadi adalah perang suku. Oleh karena itu pemerintah daerah perlu aktif dalam pencegahan suatu konflik perang suku yang dapat menyebabkan banyak warga yang menjadi korban dalam suatu konflik tersebut. Selain itu, tujuan dari penelitian ini adalah untuk mengetahui faktor-faktor penyebab terjadinya konflik perang suku dan mengetahui bagaimana memanajemen konflik oleh pemerintah daerah dalam mengatasi konflik perang suku di Kabupaten Mimika. Dalam penelitian ini menggunakan metode kualitatif dengan penulisan dekriptif. Penulis menggunakan teknik observasi, wawancara, dan dokumentasi. Data-data yang telah terkumpul kemudian dianalisis dengan mengumpulkan data, menganalisis data, dan menarik kesimpulan. Hasil yang penulis dapatkan dari penelitian ini adalah faktor terjadinya konflik perang suku yaitu sikap kecurigaan, egoisme, konflik nilai, komunikasi yang tidak efektif dan kecemburuan sosial. Dalam hal ini strategi pemerintah daerah dalam mengatasi masalah perang suku yaitu dengan pendekatan sosiokultural, negosiasi dan mediasi. Penulis menyarankan agar pemerintah tidak hanya memberikan perhatian kepada masyarakat yang bukan suku asli Papua, melainkan juga kepada masyarakat asli papua. Dan Pemerintah Daerah lebih peka terhadap masalah yang timbul di masyarakat Kabupaten Mimika mengingat bahwa masyarakat Kabupaten Mimika begitu beragam suku dan budaya agar nantinya dalam proses penyelesaian konflik tidak akan ada kekecewaan atas keputusan yang dibuat Kata Kunci :konflik, manajemen, Perang Suku ABSTRACT Mimika Regency is one of the regions in Indonesia that still has various kinds of problems. One of the problems that has existed and is still happening is tribal wars. The inter-tribal wars that have occurred in Timika Regency in recent years are also inseparable from these main problems. Therefore, local governments need to be active in preventing a tribal war conflict that can cause many people to become victims in a conflict. In addition, the purpose of this study is to determine the factors that cause tribal war conflicts and to know the local government's strategy in overcoming tribal war conflicts in Mimika Regency. In this study using qualitative methods with descriptive writing and deductive approach. The author uses the technique of observation, interviews, and documentation. The data that has been collected is then analyzed by collecting data, analyzing data, and drawing conclusions. The results that the authors get from this study are the factors of tribal war conflicts, namely suspicion, egoism, value conflicts, ineffective communication and social jealousy. In this case the local government strategy in overcoming the problem of tribal wars is a sociocultural approach, negotiation and mediation. The author suggests that the government should not only pay attention to people who are not indigenous Papuans, but also to the indigenous people of Papua. And the Regional Government is more sensitive to problems that arise in the Mimika Regency community considering that the Mimika Regency community is so diverse in ethnicity and culture that later in the conflict resolution process there will be no disappointment over the decisions made Keywords : conflight, conflight management, Tribal War
