Abstract

ABSTRACT Problem Statement/Background (GAP): Local governments have the authority to manage their own governance affairs, including autonomous rights over asset management. The Government of Jayawijaya Regency in Papua Province has a strategy for asset management to maintain an Unqualified Opinion (WTP) in its Financial Statements as a form of accountability and transparency. The author focuses on the strategy of managing fixed assets by the Financial and Asset Management Agency (BPKAD) of Jayawijaya Regency to maintain the WTP status. Purpose: The aim of this research is to understand the strategy of managing fixed assets and the factors influencing the maintenance of an unqualified opinion on the financial statements of the Local Government in Jayawijaya Regency. Method: This research uses a qualitative approach, which examines social phenomena from a deep and descriptive perspective. Data is collected through interviews, observations, and documentation. Result: The research results show that the management of fixed assets in Jayawijaya Regency has been carried out maximally, evidenced by the achievement of an unqualified opinion in the financial statements for 7 consecutive years. The factors influencing the maintenance of the unqualified opinion include competent human resources, clear policies, and adequate information systems. The strategies used to maintain the unqualified opinion were analyzed using SWOT analysis, including the development, implementation, and utilization of applications. The findings of this study show that youth participation in planning is considered sufficient, the implementation is deemed good, and the utilization of the results is also considered good, despite some challenges such as busy schedules and low awareness among some youth. Conclusion: The management of fixed assets in Jayawijaya Regency has been optimal, with an unqualified opinion achieved for 7 consecutive years. Factors influencing the unqualified opinion are competent human resources, clear policies, and adequate information systems. However, there are weaknesses such as a lack of human resources, inaccuracies in the information system, and a gap between policies and the actual practice of fixed asset management in BPKAD. Keywords: Asset Management Strategy, Asset Management, Unqualified Opinion (WTP) ABSTRAK Permasalahan/Latar Belakang (GAP): Pemerintahan daerah memiliki wewenang untuk menyelenggarakan urusan rumah tangga pemerintahan sendiri dengan adanya hak otonom termasuk pengelolaan aset. Pemerintah Daerah Kabupaten Jayawijaya Provinsi Papua mempunya strategi dalam pengelolaan aset untuk mempertahankan Opini WTP melalui LKPD sebagai bentuk akuntabilitas dan transparansi.. Penulis berfokus pada strategi pengelolaan aset tetap oleh BPKAD Kabupaten Jayawijaya untuk menjaga status Opini WTP. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui strategi pengelolan aset tetap dan faktor-faktor yang mempengaruhi dalam rangka mempertahankan opini wajar tanpa pengecualian atas laporan keuangan Pemerintah Daerah di Kabupaten Jayawijaya. Metode: Metode dalam penelitian ini menggunakan pendekatan kualitatif yang mengkaji fenomena sosial dari sudut pandang yang mendalam dan deskriptif dan teknik pengumpulan data dengan wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil penelitian yang didapati yakni pelaksanaan pengelolaan aset tetap di Kabupaten Jayawijaya sudah dilaksanakan secara maksimal ditandai dengan pencapaian opini WTP selama 7 tahun berturut-turut. Adapun faktor yang mempengaruhi dalam mempertahankan opini WTP yakni SDM yang kompeten, kebijakan yang jelas, dan sistem informasi yang memadai. Adapun strataegi yang digunakan dalam mempertahankan opini WTP dianalisis dengan analisa SWOT yang berupa mengembangkan, penerapan, dan penggunaan aplikasi.Temuan yang diperoleh penulis dalam penelitian ini yaitu partisipasi pemuda dalam perencanaan tergolong cukup, pada pelaksanaan tergolong baik, dan pemanfaatan hasil tergolong baik, meskipun masih terkendala dengan kesibukan pemuda, dan tingkat kesadaran beberapa pemuda yang masih rendah. Kesimpulan: Pengelolaan aset tetap di Kabupaten Jayawijaya telah maksimal dengan pencapaian opini WTP selama 7 tahun berturut-turut. Faktor-faktor yang mempengaruhi opini WTP adalah sumber daya manusia kompeten, kebijakan jelas, dan sistem informasi yang memadai. Namun, ada kelemahan seperti kurangnya sumber daya manusia, ketidakakuratan sistem informasi, dan kesenjangan antara kebijakan dan praktik pengelolaan aset tetap di BPKAD.
