Abstract

ABSTRACT Problem Statement/Background (GAP): The development of government digitalization is very helpful in the process of serving the community. Many factors influence the use and development of an electronic-based government system. In Kendari City there are public service applications and websites, but the level of Electronic-Based Government System based on evaluation results from the Ministry of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia, Public service applications and websites in Kendari City are also still accessible by the people of Kendari City . Currently, the Kendari City government is still in the process of implementing smart governance but does not yet have an analysis of the extent to which smart governance is implemented. So in this study the researcher took the title Analysis of the Implementation of Smart Governance in the Office of Communication and Information, Kendari City, Southeast Sulawesi Province. Purpose: This study aims to analyze the process of implementing smart governance whether it has been going well or vice versa. To examine the problems in this study, researchers used Giffinger's theory to analyze the process of implementing smart governance through 4 dimensions, namely community participation, public service, transparency and political perspective and strategy. Method : This research was conducted using a descriptive qualitative method. Result: The results of the research conducted show the implementation of smart governance in Kendari City with several efforts made by the government in order to realize smart governance, namely by providing a public service website application, efforts to socialize services to the community regarding digitization of services, and increasing SPBE.Conclusion: It can be concluded that it is necessary to increase outreach to the community so that the use of public service website applications can be carried out effectively and efficiently and in the process of implementing smart governance in Kendari City, support is needed in carrying out government policies in order to achieve the goals of good governance the implementation of smart governance in Kendari City in general has been going well. Of the four indicators according to Giffinger's smart city theory, two indicators, namely Transparency and Infrastructure for social public services, have been going well and supporting the implementation of smart governance in Kendari City. Keywords: application, smart governance, public service 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Perkembangan digitalisasi pemerintahan sangat membantu dalam proses pelayanan terhadap masyarakat. Di Kota Kendari telah ada aplikasi maupun website pelayanan publik namun tingkat Sistem Pemerintahan Berbasis Elekrtronik berdasarkan hasil evaluasi dari Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia, Aplikasi maupun website pelayanan publik di Kota Kendari juga masih ada yang tidak dapat di akses oleh masyarakat Kota Kendari. Saat ini masih pemerintah Kota Kendari sedang dalam proses penerapan smart governance tetapi belum memiliki analisis sejauh apakah penerapan smart governance ini diterapkan. Maka pada penelitian ini peneliti mengambil judul Analisis Penerapan Smart Governance di Dinas Komunikasi dan Informatika Kota Kendari Provinsi Sulawesi Tenggara. Tujuan: untuk menganalisis proses penerapan smart governance apakah telah berjalan dengan baik atau sebaliknya. Untuk mengkaji permasalahan dalam penelitian ini, peneliti menggunakan Teori Giffinger untuk menganalisis proses penerapan smart governance melalui 4 dimensi yaitu partisipasi masyarakat, Pelayanan Publik, Transparansi dan Perspektif dan Strategi Politik. Metode: Penelitian ini dilakukan dengan metode kualitatif deskriptif. Hasil/Temuan: Hasil dari penelitian yang dilakukan ini menunjukkan penerapan smart governance di Kota Kendari dengan beberapa upaya yang dilakukan oleh pemerintah dalam rangka mewujudkan smart governance yaitu dengan adanya penyediaan aplikasi website pelayanan publik, upaya dalam melukan sosialisasi kepada masyarakat mengenai digitalisasi pelayanan, dan peningkatan SPBE. Kesimpulan: Dapat ditarik kesimpulan bahwa diperlukan peningkatan sosialisasi kepada masyarakat agar penggunaan aplikasi website pelayanan publik dapat dilakukan secara efektif dan efisien serta dalam proses penerapan smart governance di Kota Kendari diperlukan dukungan dalam menjalani kebijakan pemerintah agar dapat mencapai tujuan tata kelola pemerintahan yang baik Penerapan smart governance di Kota Kendari secara umum sudah berjalan dengan baik. Dari empat indikator menurut teori smart city giffinger, dua indikator sudah berjalan dengan baik yaitu, Transparansi dan Infrastruktur pelayanan publik sosial sudah berjalan dengan baik serta mendukung penerapan smart governance di Kota Kendari Kata kunci: Penerapan, Smart Governance, Pelayanan Publick
