Abstract

ABSTRACK Problems Statement/Background (GAP): The development of information technology is very fast, this is also used by the government in developing information systems in government. The Webiste Whistleblowing System is a website for reporting violations by the state civil apparatus, which is one example of the use of information technology in government. On this website there is only one report that has entered from 2021 until now. Purpose: The purpose of this study is to find out how the goals of implementing the website whistleblowing system in Wajo Regency are achieved, to find out how the implementation of the website whistleblowing system program in Wajo Regency is integrated, to find out how to implement the website whistleblowing system program in Wajo Regency. Method: This research was conducted using a descriptive qualitative approach. Data collection was carried out using interview, observation, and documentation techniques and analyzed using data triangulation. Results: the WBS website is still not effective. This can be proven by the fact that conditions have not been created whereby employees who are aware of violations are willing to report them, security and safety guarantees for complainants are still not properly guaranteed, and the regional inspectorate is still not ready to provide alternatives other than this website. Conclusion: The whistleblowing system website has been running with a clear legal basis, but it is still not effective because in achieving the target of implementing the whistleblowing system website it is still not the best choice to make a complaint because even though there are reports of violations handled by the Inspectorate, these violations originate from the door others though the website whistleblowing system has been running for two years. Keywords: Violation, Technology, Whistleblowing system ABSTRAK Permasalahan/Latar Belakang (GAP) : Perkembangan teknologi informasi sangatlah cepat, hal ini juga dimanfaatkan oleh pemerintah dalam mengembangkan sistem informasi pada pemerintahan. Webiste Whistleblowing System adalah website untuk melaporkan pelanggaran aparatur sipil Negara merupakan salah satu contoh pemanfaatan teknologi informasi pada pemerintahan. Pada webesite ini hanya terdapat satu laporan yang masuk dari tahun 2021 hingga sekarang. Tujuan: Tujuan penelitian ini untuk mengetahui bagaimanaa pencapaian tujuan dari pelaksanaan website whistleblowing system Kabupaten Wajo, Untuk mengetahui bagaimana integrasi pelaksanaan program website whistleblowing system Kabupaten Wajo, Untuk mengetahui bagaimana dalam pelaksanaan program website whistleblowing system Kabupaten Wajo. Metode: Penelitian ini dilakukan dengan pendekatan kualitatif deskriptif. Pengumpulan data dilakukan dengan menggunakan teknik wawancara, observasi, dan dokumentasi dan dianalisis menggunakan triangulasi data. Hasil/Temuan: website WBS ini masih belum efektif. Hal ini dapat dibuktikan dengan belum terciptanya kondisi yang membuat pegawai yang mengetahui adanya pelanggaran mau untuk melaporkannya, keamanan dan jaminan keselamatan pelapor masih belum terjamin dengan baik, dan masih belum siapnya inspektorat daerah dalam memberikan alternatif lain selain website ini. Kesimpulan: Website whistleblowing system sudah berjalan dengan landasan hukum yang jelas, namun masih belum efektif karena pada pencapaian target pelaksaan website whistleblowing system ini masih belum menjadi pilhan terbaik untuk dijadikan tempat pengaduan dikarenakan meskipun adanya laporan pelanggaran yang ditangani oleh Inspektorat tetapi pelanggaran tersebut berasal dari pintu lain meskipun website whistleblowing system sudah berjalan dua selama tahun.
