Abstract

ABSTRACK Problems/Background (GAP): This research will discuss the Effectiveness of Education and Training in Competency Development for State Civil Servants in the Human Resources Development Agency of Southeast Sulawesi Province. Purpose: This study aims to find out and describe the effectiveness of competency development through education and training at BPSDM in Southeast Sulawesi Province and how BPSDM has done it in overcoming problems in competency development through education and training. Method: The research method used is descriptive qualitative. This study uses the theory of effectiveness from Gomes Faustino Cardoso (2002) which consists of 3 dimensions, namely reactions, learning, and behavior. Results: The results showed that the implementation of education and training carried out at BPSDM Southeast Sulawesi Province had gone well based on the indicators of learning (learning) and behaviors (behavior) in accordance with the results and discussions conducted based on interviews, while there were some obstacles problem. In the reaction indicator (reaction) there are several obstacles, namely there are obstacles to facilities and infrastructure. There are several facilities and infrastructure that are still in the renovation stage and the education and training participants' understanding of the material from the implementation of the training and the network system from both parties, both from the participants or the BPSDM itself . For this reason, the efforts made by BPSDM are to continue the development of facilities and infrastructure and carry out regular evaluations to repeat the material discussed during training activities and also to improve the network system first to ensure the smooth running of the education and training program. Conclusion: The implementation of education and training has been going well, this can be seen from the indicators of reaction, learning and behavior that have been going well but still have some harm. ABSTRAK Permasalahan/Latar Belakang (GAP) : Penelitian ini akan membahas tentang Efektivitas Pendidikan dan Pelatihan Dalam Pengembangan Kompetensi Aparatur Sipil Negara Di Badan Pengembangan Sumber Daya Manusia Provinsi Sulawesi Tenggara Tenggara. Tujuan: Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan bagaimana efektivitas pengembangan kompetensi melalui pendidikan dan pelatihan di BPSDM Provinsi Sulawesi Tenggara serta bagaimana yang dilakukan pihak BPSDM dalam mengatasi permasalahan dalam pengembangan kompetensi melalui pendidikan dan pelatihan. Metode: . Metode penelitian yang digunakanan kualitatif deskriptif. Penelitian ini menggunakan teori efektivitas dari Gomes Faustino Cardoso (2002) yang terdiri dari 3 dimensi yaitu, reactions (reaksi), learning (pembelajaran), Behaviors (perilaku). Hasil/Temuan: Hasil penelitian menunjukkan bahwa pelaksanaan pendidikan dan pelatihan yang dillaksanakan di BPSDM Provinsi Sulawesi Tenggara telah berjalan dengan baik berdasarkan indikator learning (pembelajaran) dan behaviors (Perilaku) sesuai dengan hasil dan pembahasan yang dilakukan berdasarkan wawancara, sedangkan akan tetapi ada beberapa kendala permasalahan. Pada indikator reaksi (reaksi) terdapat beberapa hambatan yaitu terdapat hambatan pada sarana dan prasarana ada beberapa sarana dan prasarana yang masih dalam tahapan renovasi dan pemahaman peserta diklat terhadap materi dari pelaksanaan diklat serta sistem jaringan dari kedua belah pihak baik dari peserta ataupun pihak BPSDM itu sendiri. Untuk itu upaya yang dilakukan BPSDM adalah melanjutkan pembangunan terhadap sarana dan prasarana serta melakukan evaluasi secara rutin untuk mengulang materi yang dibahas selama melaksanakan kegiatan diklat dan juga memperbaiki sistem jaringan terlebih dahulu untuk kelancaran program pendidikan dan pelatihan. Kesimpulan: Pelaksanaan pendidikan dan pelatihan sudah berjalan dengan baik hal ini dapat dilihat dari indikator reaksi, pembelajaran dan prilaku sudah berjalan dengan baik namun masih memiliki beberapa harmabatan.
