Abstract

ABSTRACT Problem/Background: Fertilizer is one thing that is very crucial and much needed by farmers, which is used both for rice, corn, coffee, and other horticultural crops. Fertilizer, which is currently known as a vital aspect, is unfortunately very difficult to obtain for farmers who have plantation crops. In the market itself, the price of fertilizer can be quite expensive and exceeds the HET price (Highest Retail Price). This can cause and result in difficulties for farmers in growing their crops. Soaring fertilizer prices resulted in large expenditures for farmers, in response to this the government issued subsidized fertilizers as a policy. Purpose: This study aims to determine the government's efforts in overcoming obstacles in implementing Subsidized Fertilizer E-Allocation Applications in the Context of Fulfilling Subsidized Fertilizer Needs in Southeast Aceh District Method: The author chooses to use a descriptive qualitative methodology which includes data quotations to provide an overview, as well as presentations concrete and understandable research findings. To achieve the objectives of this study, a framework is needed that is following the understanding of ideas and concepts related to the application user acceptance model. Based on the theory of TAM (Technology Acceptance Model) Results/Findings: The results of this study are that the Southeast Aceh District Agriculture Office carries out supervision and control with the KP3 Team (Fertilizer and Pesticide Monitoring Commission) chaired by the Regional Secretary of Southeast Aceh District, with the hope of being able to monitor the allocation subsidized fertilizers in real-time and evaluate the need for fertilizers in each District. With the E-Allocation of subsidized fertilizers, it can later increase efficiency and transparency in the distribution of subsidized fertilizers to increase agricultural productivity and farmers' welfare. to farmers and the use of the Subsidized Fertilizer E-Allocation application can already be applied at the Southeast Aceh District Agriculture Service and farmers can be accepted and use the application. Abstrak Permasalahan/Latar Belakang: Pupuk merupakan salah satu hal yang sangat krusial dan sangat diperlukan oleh petani yaitu digunakan baik pada padi, jagung, kopi, dan tanaman hortikultura lainnya. Pupuk yang saat ini dikenal sebagai aspek vital dan krusial sayangnya sangat sulit untuk didapatkan para petani yang memiliki tanaman perkebunan. Di pasaran sendiri harga pupuk dapat terbilang cukup mahal dan melebihi harga HET (Harga Eceran Tertinggi) hal ini dapat menyebabkan dan berakibat petani kesusahan dalam menumbuh suburkan tanaman mereka. Melonjaknya harga pupuk mengakibatkan besarnya pengeluaran petani, menanggapi hal tersebut pemerintah mengeluarkan pupuk bersubsidi sebagai kebijakan. Tujuan: Penelitian ini bertujuan untuk mengetahui upaya pemerintah dalam menanggulangi hambatan dalam pelaksanaan Penerapan Aplikasi E-Alokasi Pupuk Bersubsidi Dalam Rangka Pemenuhan Kebutuhan Pupuk Bersubsidi di Kabupaten Aceh Tenggara Metode: Penulis memilih menggunakan metodologi kualitatif deskriptif yang mencakup kutipan data untuk memberikan gambaran umum, serta presentasi temuan penelitian yang konkrit dan dapat dipahami. Untuk mencapai tujuan penelitian ini, diperlukan kerangka berpikir yang sesuai dengan pemahaman ide dan konsep yang berkaitan dengan model penerimaan pemakai aplikasi. Berdasarkan teori TAM (Technology Acceptance Model) Hasil/Temuan: Hasil dari penelitian ini adalah Dinas Pertanian Kabupaten Aceh Tenggara melakukan pengawasan dan pengendalian bersama Tim KP3 (Komisi Pengawas Pupuk dan Pestisida) yang diketuai oleh Sekretaris Daerah Kabupaten Aceh Tenggara, dengan harapan dapat memonitor alokasi pupuk bersubsidi secara real time dan mengevaluasi kebutuhan pupuk di tiap Kecamatan. Dengan E-Alokasi pupuk bersubsidi nantinya dapat meningkatkan efisiensi dan transparansi dalam distribusi pupuk bersubsidi sehingga dapat meningkatkan produktivitas pertanian dan kesejahteraan petani.Kesimpulan: Prosedur penyaluran pupuk bersubsidi di Kabupaten Aceh Tenggara yang di handle oleh Dinas Pertanian Kabupaten Aceh Teggara dilihat dari segi produksi hingga penyaluran kepada para petani dan penggunaan aplikasi E-Alokasi Pupuk Bersubsidi sudah dapat diterapkan di Dinas Pertanian Kabupaten Aceh Tenggara dan petani sudah dapat diterima dan menggunakan aplikasi tersebut.
