Abstract

This study aims to describe the aspects of open government in regional development planning and analyze the ideal development planning in adopting aspects of open government. This research design uses a qualitative approach with Soft Systems Methodology (SSM). Data analysis technique using CATWOE analysis (Customer, Actor, Transformation, Weltanschaung, Owner, and Environment). The results of this study indicate that 1) Regional development planning has naturally adopted aspects of the OG, namely participation, transparency, and collaboration but have not been carried out intentionally (by design) so that the determination of the activity program in the RAPBD is not in accordance with the results of the Musrenbang; 2) There is a guarantee of transparency in every development planning process and the maximization of the use of ICT is a requirement for the adoption of OG aspects in ideal development planning. This study also recommends conducting special research related to OG and enrichment of the concepts of participation and transparency.
