Abstract

Problem Statement/Background (GAP): The author focuses on the problem of the high poverty rate in Bengkulu City. Purpose: The purpose of this research is to find out and analyze the supporting and inhibiting factors of the Implementation of the Samisake Revolving Fund Management Policy in Bengkulu City, as well as to find out the efforts in optimizing the Implementation of the Samisake Revolving Fund Management Policy in Bengkulu City. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: Results/Findings: From the research conducted by the author, the results obtained are the supporting factors for the Implementation of the Samisake Revolving Fund Management Policy in Bengkulu City in the form of the formation of a new organization that includes the Regional Public Service Agency and the Bengkulu City Microfinance Institution, the duties of the Regional Public Service Agency and Microfinance Institutions that are clear and regulated in the regulations, the making of SOPs for program implementation that run well according to procedures, the discretion to appoint assistants who are considered quite good, the provision of sanction decisions in accordance with the regulated laws and regulations. While the inhibiting factors for the Implementation of the Samisake Revolving Fund Management Policy in Bengkulu City are the recruitment and selection of Samisake officers who do not yet have competence and integrity, the development of human resources that are still minimal, the imposition of sanctions that are less strict on officers who violate, income and expenditure are not going well so that there is a rolling jam. Conclusion: Efforts made to optimize the Implementation of the Samisake Revolving Fund Management Policy in Bengkulu City are in the form of increasing the number and quality of assistants for the implementation of the Samisake revolving fund program, seeking the provision of incentive funds for the implementers of the Samisake revolving fund program, and carrying out continuous socialization so that there is no public misunderstanding about the Samisake revolving fund, as well as providing strict sanctions for borrowers who deliberately and without reason do not return money from the Samisake revolving fund.
