Abstract

ABSTRACT Problem/Background (GAP): The Regional Government Information System (SIPD) is an integrated application created by the Directorate General of Regional Finance of the Ministry of Home Affairs. SIPD provides benefits in regional financial management. However, in the operation of SIPD, there are still many problems encountered. This resulted in the benefits of SIPD not being fully realized. Purpose: The purpose of preparing this Final Report is to find out how SIPD is implemented in regional financial management in the City of Banjarmasin, the inhibiting factors in the use of SIPD, as well as the efforts made by the Regional Government of Banjarmasin City. Methods: This research is a qualitative research with descriptive research methods and through an inductive approach. Data collection techniques are by using observation, interviews, and documentation. The data analysis steps used are data reduction, data presentation, and drawing conclusions. Results/Findings: Based on the results of research conducted by the authors, the use of SIPD in regional financial management is not optimal. This is caused by employees who are still not proficient in using SIPD, supporting facilities are not maximized, the network in operating SIPKD sometimes has errors, and information has not been updated on the website. The Municipal Government of Banjarmasin is making an effort to optimize SIPD, namely by continuing to conduct training for employees regarding the operation of SIPD and adding more employees at Bakeuda, Banjarmasin City, as well as repairing and updating facilities and infrastructure. Conclusion: Suggestions from the author for the Banjarmasin City government are to often provide periodic training on SIPD, install antivirus to maintain data security. Keywords: SIPD, SIPD Benefits, SIPD Effectiveness, Regional Financial Management ABSTRAK Permasalahan/Latar Belakang (GAP): Sistem Informasi Pemerintahan Daerah (SIPD) merupakan aplikasi terpadu yang diciptakan oleh Direktorat Jendral Keuangan Daerah Kementerian Dalam Negeri. SIPD memberikan manfaat dalam pengelolaan keuangan daerah. Namun dalam pengoperasian SIPD, masih banyak masalah yang dihadapi. Hal ini mengakibatkan manfaat SIPD belum terwujud sepenuhnya. Tujuan: Penyusunan Laporan Akhir ini bertujuan untuk mengetahui bagaimana Implementasi SIPD dalam pengelolaan keuangan daerah di Kota Banjarmasin, faktor penghambat dalam penggunaan SIPD, serta upaya yang dilakukan Pemerintah Daerah Kota Banjarmasin. Metode: Penelitian ini merupakan penelitian kualitatif dengan metode penelitian deskriptif dan melalui pendekatan induktif. Teknik pengumpulan data yaitu dengan menggunakan observasi, wawancara, sera dokumentasi. Adapun langkah analisa data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Berdasarkan hasil penelitian yang penulis lakukan penggunaan SIPD dalam pengelolaan keuangan daerah belum optimal. Hal tersebut disebabkan oleh pegawai yang masih belum mahir dalam penggunaan SIPD, fasilitas pendukung belum maksimal, jaringan dalam pengoperasian SIPKD terkadang eror, dan informasi belum terupdate di website. Pemerintah Kota Banjarmasin melakukan suatu upaya untuk mengoptimalkan SIPD yaitu terus melakukan pelatihan bagi pegawai mengenai pengoperasian SIPD dan Menambah pegawai di Bakeuda Kota Banjarmasin, serta memperbaiki dan memperbaharui sarana dan prasana. Kesimpulan: Saran dari penulis untuk pemerintah Kota Banjarmasin yaitu sering memberikan pelatihan berkala mengenai SIPD, memasang antivirus untuk menjaga kemanan data.
