Abstract

ABSTRACT Problem/Background (GAP): Even distribution of development in industrial estates carried out by the regional government, especially the Regional Development Planning Board, is considered to be less than optimal, where the role and participation of the community in participatory development is very sufficient. Optimizing local government in development planning using a participatory approach is one way to achieve the development that society expects. Purpose: The purpose of this study was to describe and analyze the optimization of the role of the Regional Development Planning Agency in community participatory development in the industrial area (PT. Semen Indonesia) Tuban Regency which obtains an overview of the inhibiting factors and efforts to overcome the inhibiting factors. Method: This research method is descriptive qualitative with an inductive approach. Data collection techniques were carried out through interviews, observation, documentation and triangulation. Data analysis techniques using data reduction, data presentation and drawing conclusions. Results/Findings: The results of the research show that the optimization of the Regional Development Planning Agency in participatory development planning based on the aspects of objectives, alternative needs and limited resources is quite good. Efforts made by the Tuban Regency Regional Development Planning Agency to realize community aspirations in development planning by entering into an agreement between industrial companies, namely the existence of a CSR (Corporate Social Responsibility) program. Conclusion: In optimizing the role of the Regional Development Planning Agency there are still several factors that can hinder the implementation of participatory development planning, namely in the form of internal and external factors.
