Abstract

ABSTRACT Problem Statement/Background (GAP): A smart city is a city that combines digital, natural and social concepts to create economic improvements, better city infrastructure, a sport-friendly environment and a more comfortable life. In Indonesia there have been eight cities that have succeeded or realized the smart city concept and the city of Palu wants to realize the smart city concept in their regions. Purpose: Smart city has several dimensions, one of which is smart governance. Smart governance is one of the important dimensions in the realization of a smart city, where the quality of smart governance can be measured from the SPBE index value. The city of Palu itself has a low index value in 2021. In this study the author will conduct research on how to implement Smart city policies in Palu City and how to implement smart governance in Palu City. The purpose of this study is to analyze the implementation of Smart city policies in Palu City and also to analyze the implementation of smart governance in Palu City. Method : The methodology in this research is qualitative research so that it will produce descriptive data in the form of words. The data analyzed in it is descriptive and not in the form of numbers. This research has an inductive nature, the inductive nature is a collection of specific things which are then restated in general. This study uses policy implementation theory according to George Edward III and smart governance theory according to Giffinger. Result: The results of this study are that the concept of a smart city has not been implemented in the city of Palu, there are still many that have not been achieved, both in terms of infrastructure and facilities and also the master plan in carrying out the smart city concept.Conclusion: although it hasn't been implemented yet, the concept of smart city in hammer city has gone through a process with the creation of a smart city hammer implementation team and a smart city hammer development council involving all OPD in hammer city. There are already a number of facilities and infrastructure that can facilitate community activities but are still lacking. The government of Palu City has installed Wi-Fi in all sub-districts in Palu City and several city parks. The government has created a special village website for each village in the city of Palu. Keywords : Application, Smart City, Smart Governance   ABSTRAK Permasalahan/Latar Belakang (GAP): Smart city adalah sebuah Kota yang menggabungkan kensep digital, natural dan sosial sehingga terbentuknya peningkatan ekonomi, infrastruktur Kota yang lebih baik, lingkungan yang bersahabat tersportasi dan kehidupan yang lebih nyaman. Di Indonesia telah ada delapan Kota yang telah berhasil atau mewujudkan konsep smart city dan Kota Palu ingin mewujudkan konsep smart city di daerahnya. Tujuan: Smart city memilki beberapa dimensi salah satunya smart governance. Smart governance merupakan salah satu dimensi penting dalam terwujudnya smart city, yang mana kualitas smart governance dapat diukur dari nilai indeks SPBE. Untuk Kota Palu itu sendiri memiliki nilai indeks yang rendah padah tahun 2021. Pada penelitian ini penulis akan melakukan penelitian bagaimana implementasi kebijakan Smart city di Kota Palu dan bagaimana penerapan smart governance di Kota Palu. Tujuan dari penelitian ini adalah Untuk menganalisis pengimplementasian kebijakan Smart city di Kota Palu dan juga untuk menganalisis penerapan smart governance di Kota Palu. Metode: Metodologi pada penelitian ini ialah penelitian kualitatif sehingga akan menghasilkan data deskriptif berupa kata-kata. Data yang dianalisis di dalamnya berbentuk deskriptif dan tidak berupa angka-angka. Penelitian ini memiliki sifat induktif, sifat induktif adalah kumpulan dari hal-hal yang khusus kemudian di nyatakan kembali secara umum. Penelitian ini menggunakan teori implementasi kebijakan menurut George Edward III dan teori smart governance menurut Giffinger. Hasil/Temuan: Hasil pada penelitian ini ialah konsep dari smart city belum terimplementasi di Kota Palu masih banyak yang belum tercapai, baik itu infrastruktur dan fasilitas dan juga master plan dalam menjalankan konsep smart city tersebut. Kesimpulan: Walaupun belum terimplementasi, konsep smart city di Kota Palu telah mengalami proses dengan dibuatnya tim pelaksana Palu Kota cerdas dan dewan pengembangan pelaksana Palu Kota cerdas yang melibatkan seluruh OPD di Kota Palu. Telah ada beberapa fasilitas dan infrastruktur yang dapat mempermudah aktivitas masyarakat tetapi masih dalam jumlah yang kurang. Pemerintah Kota Palu telah memasang wifi pada seluruh kelurahan diKota Palu dan beberapa taman Kota. Pemerintah telah membuat website khusus kelurahan pada tiap kelurahan diKota Palu.
