Abstract

ABSTRACT Problems/ Background (GAP): In order for the administration of local government to run in accordance with the provisions of the applicable legislation, the government supervises the administration of local government. However, in practice, the said supervision has not been fully realized. Objective: This study was conducted with the aim of knowing the performance of the Supervisor of the implementation of local government affairs and what efforts are made in the process of supervising the implementation of local government. Purpose: This research was conducted with the aim of knowing the performance of the Supervisor of local government affairs and what efforts are made in the process of supervising the implementation of local government. Method: The research method used in this research is a qualitative research method with a descriptive approach. Researchers use a qualitative approach because the problems studied are considered vague, are in dynamic and complex social situations as in the focus of the research that the researcher raises. Results/Findings: The results of this study found that the performance carried out by PPUPD in organizing mandatory government affairs was not good enough due to the slow response to the follow-up of the audit results. Efforts made by the inspectorate of Deli Serdang Regency by making a letter of reprimand and warning from the regent of Deli Serdang. Conclusion: The performance of the functional position of supervisor of the implementation of local government affairs in mandatory government affairs in the Inspectorate of North Deli Serdang Regency is still classified as not good enough in terms of productivity, service quality, responsiveness, responsiveness and accountability. This is because there are still things that need to be improved in the performance of functional supervisory positions in the implementation of local government affairs in mandatory government affairs in Deli Serdang Regency. Keywords: Performance, PPUPD, Mandatory Government Affairs, Inspectorate ABSTRAK Permasalahan/ Latar Belakang (GAP): Dalam rangka penyelenggaraan pemerintahan daerah agar berjalan sesuai dengan ketentuan perundang-undangan yang berlaku, pemerintah melakukan pengawasan atas penyelenggaraan pemerintahan daerah. Akan tetapi pada praktiknya, Pengawasan yang dikatakan belum sepenuhnya terwujud. Tujuan: Penelitian ini dilakukan dengan tujuan untuk mengetahui kinerja Pengawas penyelenggaran urusan pemerintah daerah dan upaya apa saja yang dilakukan dalam proses pengawasan penyelenggaraan pemerintah daerah. Metode: Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan deskriptif. Peneliti menggunakan pendekatan kualitatif karena permasalahan yang diteliti dinilai samar-samar, berada pada situasi sosial yang dinamis dan kompleks seperti dalam fokus penelitian yang peneliti angkat. Hasil/Temuan: Hasil dari penelitian ini menemukan bahwa kinerja yang dilakukan oleh PPUPD dalam penyelenggaran urusan pemerintah wajib belum cukup baik dikarenakan hambatan lambat nya respon terhadap tindak lanjut hasil pemeriksaan. Upaya yang dilakukan oleh inspektorat Kabupaten Deli Serdang dengan membuat surat teguran dan peringatan dari bupati Deli Serdang. Kesimpulan: Kinerja jabatan fungsional pengawas penyelenggaraan urusan pemerintah daerah dalam urusan pemerintahan wajib di Inspektorat Kabupaten Deli Serdang Utara masih tergolong belum cukup baik dipandang dari dimensi produktivitas, kualitas layanan, resposivitas, resposibilitas dan akuntabilitas. Hal ini dikarenakan masih terdapat hal-hal yang perlu diperbaikin dalam kinerja jabatan fungsional pengawas penyelenggaraan urusan pemerintah daerah dalam urusan pemerintahan wajib di Kabupaten Deli Serdang.
