Abstract

ABSTRACT Problem Statement/Background (GAP): Very low regional financial independence and high dependence on the central government in Manokwari Regency became the background of this study. Purrpose: This study aims to find out the level of regional financial independence in supporting the improvement of community welfare over the past 5 years as seen from the analysis of financial ratios and human development index levels. Method: The method used is qualitative descriptive research with an inductive approach. Data collection techniques are carried out by observation, semi-structured interviews and documentation. Result: The results showed that the level of financial independence of Manokwari Regency is still low in the last 5 years, namely from 2017-2021 with an average ratio of regional financial independence of 8,5 %, the average ratio of the degree of regional financial dependence of 79,7%, the average degree of fiscal decentralization of 6,69%, the average effectiveness of regional native income management is 60,38%, and the level of community welfare which is already at the high category level with the average HDI of 71.50% Conclusion: Based on the results of this analysis, local governments need to issue strategic efforts by empowering regional potentials that can be used as sources of regional revenue so that they can support the implementation of regional autonomy and increase the financial independence of the region itself. ABSTRAK Permasalahan/Latar Belakang (GAP): Kemandirian keuangan daerah yang sangat rendah serta ketergantungan yang cukup tinggi terhadap pemerintah pusat di Kabupaten Manokwari menjadi latar belakang dari penelitian ini. Tujuan: Penelitian ini bertujuan untuk mengetahui tingkat kemandirian keuangan daerah dalam mendukung peningkatan kesejahteraan masyarakat dalam 5 tahun terakhir yang dilihat dari analisis rasio keuangan dan tingkat indeks pembangunan manusia. Metode: Metode yang digunakan adalah penelitian deskriptif kualitatif dengan pendekatan induktif.Teknik pengumpulan data dilakukan dengan observasi, wawancara semi-terstruktur dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa tingkat kemandirian keuangan daerah Kabupaten Manokwari masih rendah dalam 5 tahun terakhir yaitu dari tahun 2017-2021 dengan rata-rata rasio kemandirian keuangan daerah 8,5 %, rata-rata rasio derajat ketergantungan keuangan daerah 79,7%, rata-rata derajat desentralisasi fiskal 6,69%, rata-rata efektivitas pengelolaan pendapatan asli daerah 60,38%, dan tingkat kesejahteraan masyarakat yang sudah berada pada tingkat kategori tinggi dengan rata-rata IPM yaitu 71.50%. Kesimpulan: Berdasarkan hasil analisis tersebut pemerintah daerah perlu mengeluarkan upaya strategis dengan melakukan pemberdayaan potensi daerah yang dapat dijadikan sumber penerimaan daerah sehingga dapat mendukung pelaksanaan otonomi daerah dan meningkatkan kemandirian keuangan daerah itu sendiri.Dan untuk kesejahteraan masyarakat sudah mencapai kategori tinggi.
