Abstract

ABSTRACK Problem Statement/Background (GAP): In the current 4.0 industrial revolution, all affairs that will be done, are in process or that have been done, are certainly more effectively done using technology. Today, the world globalization system requires all countries to utilize technology that has been developed so that the world globalization system can run on target. Purpose: The purpose of this study is to determine the effectiveness of the SIPD application in the preparation of the Regional Budget at the Rote Ndao Regency Government Finance and Assets Agency, the obstacles faced, and the efforts made. Method: A qualitative approach with a descriptive method was used in this study. The data collection method uses interview, observation, and documentation techniques. Data analysis techniques use data reduction, data presentation and conclusions. The informants in this study numbered 7 people. The study uses the theory of the effectiveness of computer-based information systems according to the Theory of Kenneth C. Laudon & Jane P. Laudon (2007) which examines 4 dimensions, namely organization, management, technology, and expertise. Results: The results show that the use of the SIPD application in the preparation of the APBD has not been effective, because there are still obstacles in this system. In its implementation, there are obstacles such as incomplete menus on the SIPD application, applications that often error and inadequate Human Resources (HR). Efforts were made regarding the development and improvement of the SIPD application through coordination with the central government, especially the Ministry of Home Affairs, organizing bimtek and training for BKA staff related to the operation of SIPD and using assistance applications in anticipation of frequent SIPD errors. The author's suggestions are to improve the network, provide technology training for BKA employees, and be active in controlling the implementation of SIPD. Conclusion: The Effectiveness of the SIPD Application in the Preparation of the Regional Budget at the Rote Ndao Regency Finance and Assets Agency The preparation of the APBD using the SIPD application has not run well or can be said to be not effective and efficient, although in the implementation of this system designed by the central government to facilitate and speed up work, but in its implementation there are still shortcomings in it both external and internal constraints. Keywords: Effectiveness, APBD, SIPD ABSTRAK Permasalahan/Latar Belakang (GAP): Pada revolusi industri 4.0 saat ini, segala urusan yang akan dilakukan, sedang dalam proses maupun yang telah dilakukan, sudah pasti lebih efektif dilakukan dengan menggunakan teknologi. Dewasa ini, sistem globalisasi dunia menuntut seluruh negara untuk memanfaatkan teknologi yang sudah dikembangkan agar sistem globalisasi dunia dapat berjalan sesuai target. Tujuan: Tujuan adanya penelitian ini adalah untuk mengetahui efektivitas aplikasi SIPD dalam Penyusunan APBD pada Badan Keuangan dan Aset Pemerintah Kabupaten Rote Ndao, kendala yang dihadapi, serta upaya yang di lakukan. Metode: Pendekatan kualitatif dengan metode deskriptif digunakan pada penelitian ini. Metode pengumpulan data menggunakan teknik wawancara, observasi serta dokumentasi. Teknik analisis data menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Informan dalam penelitian ini berjumlah 7 orang. Penelitian menggunakan teori efektivitas sistem informasi berbasis komputer menurut Teori Kenneth C. Laudon & Jane P. Laudon (2007) yang mengkaji 4 dimensi, yaitu organisasi, manajemen, teknologi dan keahlian. Hasil/Temuan: Hasil penelitian memperlihatkan bahwa penggunaan aplikasi SIPD dalam penyusunan APBD belum efektif, karena masih ada kendala dalam sistem ini. Dalam pelaksanaannya terdapat kendala seperti menu pada aplikasi SIPD yang belum lengkap, aplikasi yang sering eror dan Sumber Daya Manusia (SDM) yang belum memadai. Upaya yang dilakukan mengenai pengembangan dan penyempurnaan aplikasi SIPD melalui koordinasi dengan pemerintah pusat khususnya Kemendagri, menyelenggarakan bimtek dan pelatihan bagi staf BKA terkait pengoperasian SIPD serta menggunakan aplikasi bantuan sebagai antisipasi SIPD yang sering eror. Adapun saran dari penulis yaitu meningkatkan jaringan, memberikan pelatihan teknologi bagi pegawai BKA, serta aktif dalam mengontrol peyelenggaraan SIPD. Kesimpulan: Efektivitas Aplikasi SIPD dalam Penyusunan APBD pada Badan Keuangan dan Aset Kabupaten Rote Ndao Penyusunan APBD menggunakan aplikasi SIPD belum berjalan dengan baik atau bisa dikatakan belum efektif dan efisien, walaupun dalam penerapan sistem ini dirancangkan oleh pemerintah pusat untuk memudahkan serta mempercepat pekerjaan, tetapi dalam pelaksanaannya masih terdapat kekurangan didalamnya baik itu kendala eksternal dan internal.
