Abstract

Problems/Background: the city of Langsa is one of the areas that is experiencing progress in the development of tourism in Aceh Province, one of which is the Tourism City Forest Park Area. However, this area still has inadequate infrastructure, is not yet known by people outside Langsa City and still requires more adequate human resources so that better development is needed. Therefore, the Regional Regulation Qanun Number 8 of 2015 concerning the Langsa City Regional Tourism Development Master Plan was issued which became a guideline for the development of the City Forest Park Area. Purpose: to find out the Implementation of Tourism Development Policy in the Urban Forest Park Area in Langsa City, Aceh Province, to describe the supporting and inhibiting factors and the efforts made to overcome the inhibiting factors. Method: used is descriptive qualitative research with a deductive approach. Data collection techniques using interview techniques, observation, and documentation. Data analysis techniques through the stages of data reduction and drawing conclusions. Results/Findings: indicate that the implementation of tourism development policies has been running optimally. However, there are still several obstacles that occur in terms of human resources, finances and uncertain weather conditions. Conclusion: the efforts made by the Government of Langsa City are by implementing the concept of Natural, Artificial, and Custom which includes the development of tourism objects, human resources, stakeholders and collaboration with the government, private sector, community, academics and institutions. Keywords: Policy Implementation, Tourism Development, Resources Permasalahan/Latar Belakang: kota Langsa merupakan salah satu daerah yang mengalami kemajuan perkembangan pariwisata di Provinsi Aceh, salah satunya adalah Pariwisata Kawasan Taman Hutan Kota. Namun, Kawasan tersebut masih memiliki sarana prasarana yang belum memadai, belum dikenal oleh masyarakat di luar Kota Langsa serta masih memerlukan SDM yang lebih memadai sehingga dibutuhkan pengembangan yang lebih baik. Oleh karena itu keluarlah Peraturan Daerah Qanun Nomor 8 tahun 2015 tentang Rencana Induk Pembangunan Kepariwisataan Daerah Kota Langsa yang menjadi pedoman dalam pengembangan Kawasan Taman Hutan Kota. Tujuan: untuk mengetahui Implementasi Kebijakan Pengembangan Pariwisata Kawasan Taman Hutan Kota di Kota Langsa Provinsi Aceh, menguraikan faktor apa saja yang menjadi pendukung dan penghambat serta upaya yang dilakukan dalam mengatasi faktor penghambat. Metode: yang digunakan yakni penelitian kualitatif deskriptif dengan pendekatan deduktif. Teknik pengumpulan data menggunakan teknik wawancara, observasi, dan dokumentasi. Teknik analisis data melalui tahapan reduksi data dan penarikan kesimpulan. Hasil/Temuan: menunjukkan bahwa implementasi kebijakan pengembangan pariwisata telah berjalan optimal. Namun, masih ada beberapa kendala yang terjadi dari sisi sumber daya manusia, finansial dan kondisi cuaca yang tidak menentu. Kesimpulan: upaya yang dilakukan oleh Pemerintah Kota Langsa yaitu dengan menerapkan konsep Alam, Buatan, dan Adat yang mencakup pengembangan objek pariwisata, sumber daya manusia, stakeholders dan kerjasama dengan pemerintah, swasta, masyarakat, akademisi serta lembaga.
