Abstract

ABSTRACTProblem statement/background: Manokwari Regency in implementing the Electronic-Based Government System there are still several problems that hinder the implementation of the Electronic-Based Government System. The evaluation index for the Electronic-Based Government System in Manokwari Regency is still lacking in the 2021 assessment, which is still at 1.51. Purpose: This study aims to find out how SPBE implementation in Manokwari Regency supports the improvement of community services in the Manokwari Regency government. The other objective is to find out what the inhibiting factors are related to the implementation of this SPBE, and how or what are the government's efforts to overcome these inhibiting factors in the implementation of the SPBE which was carried out in Manokwari Regency, West Papua Province. Methods: This study uses a qualitative approach with descriptive methods. The data used are primary data and secondary data collected through interviews and documentation. Results/Findings: The results and findings are that the implementation of SPBE in Manokwari Regency has started to run but there are still several inhibiting factors in its implementation. Conclusion: The implementation of the SPBE in Manokwari Regency has started to run well, but there are still several inhibiting factors in its implementation, namely, the many types of electronic services available but not integrated, the lack of human resources in the IT field, the limited facilities and infrastructure related to the implementation of the SPBE in the Regency Manokwari.Keywords: Implementation, Public Services, Electronic Systems ABSTRAK Permasalaham/Latar Belakang (GAP):Kabupaten Manokwari dalam penerapan Sistem Pemerintahan Berbasis Elektronik masih terdapat beberapa permasalahan yang menghambat jalannya Sistem Pemerintahan Berbasis Elektronik. Indeks penilaian Sistem Pemerintahan Berbasis Elektronik di Kabupaten Manokwari masih terbilang sangat kurang pada penilaian tahun 2021 masih dicapai pada angka 1.51. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana implementasi SPBE di Kabupaten Manokwari dalam mendukung peningkatanpelayanan masyarakat di pemerintahan Kabupaten Manokwari. Adapun tujuan lainnya yakni, megetahui apa saja faktor-faktor yang menghambat terkait dengan implementasi SPBE ini, dan bagaimana ataupun apasaja upaya pemerintah dalam mengatasi faktor penghambat tersebut dalam implementasi SPBE yang dilaksanakan di Kabupaten Manokwari Provinsi Papua Barat. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif Data yang digunakan merupakan data primer dan data sekunder yang dikumpulkan melalui wawancara dan dokumentasi. Hasil/Temuan: Adapun hasil dan temuan ini yakni implementasi SPBE di Kabupaten Manokwari sudah mulai di jalankan namun masih ada beberapa faktor penghambat pada pelaksanaannya. Keseimpulan: Implementasi SPBE di Kabupaten Manokwari sudah berjalan mulai di jalankan dengan baik namun masih ada beberapa faktor penghambat pada pelaksanaannya yaitu, banyaknya jenis pelayanan elektronik yang tersedia namun tidak terintegrasi, kurangnya SDM di bidang IT, Keterbatasan sarana dan prasarana terkait dengan pelaksanaan SPBE di Kabupaten Manokwari.Kata Kunci: Implementasi, Pelayanan Publik, Sistem Elektronik
