Abstract
ABSTRACT Problem Statement/Background (GAP): The number of MSMEs under the guidance of the Cooperatives and MSMEs Office is only 1,717, this number is quite small because according to data from the Medan City Statistical Agency there are approximately 70,000 total MSMEs in Medan City. It's really a shame because only 1,717 MSMEs received direct guidance and coaching from the Office of Cooperatives and MSMEs in Medan City. So it could be that only around 1,717 MSMEs in Medan City who have above average quality can compete in the market because they have received guidance and direction from the Office of Cooperatives and MSMEs in Medan City. Purpose: The purpose of this research is to find out and analyze the role of the Office of Cooperatives and UMKM in Improving the Community's Economy in Medan City, North Sumatra Province. Method: This study uses a descriptive method with an inductive approach. There are several ways of collecting data used by researchers in this study, namely observation, interviews, and documentation. The data analysis technique used is data reduction, data presentation and conclusion drawing. Result: The results of this study are the Role of the Office of Cooperatives and SMEs in Improving the Community's Economy in Medan City, which can be seen from the results of interviews and data obtained in the field. The policy of the Office of Cooperatives and SMEs in improving the economy of the community in Medan City with the strategies and programs owned by the Office of Cooperatives and SMEs in Medan City as well as the results of various collaborations in various sectors that can support programs and strategies for the role of the Office of Cooperatives and SMEs in improving the economy of the community in the City Medan. Conclusion: The Medan City Office of Cooperatives and SMEs needs to improve access to finance to be able to help business owners access financing through low interest loan programs or other financial assistance. Increasing financing and empowering Cooperatives and MSMEs through cooperation between each sector in order to increase the productivity of business actors. Then the Medan City Office of Cooperatives and SMEs is expected to be able to determine the right policy direction to support the growth and development of Cooperatives and SMEs. as well as evaluation results of previous programs. Keywords: Office of Cooperatives and SMEs, Improving Society, Policy ABSTRAK Permasalahan/Latar Belakang (GAP): Jumlah UMKM yang menjadi binaan Dinas Koperasi dan UMKM hanya berjumlah 1.717, jumlah tersebut terbilang cukup sedikit karena menurut data dari Badan Statistik Kota Medan kurang lebih ada 70.000 total UMKM yang ada di Kota Medan. Sungguh sangat di sayangkan karena hanya 1.717 UMKM yang mendapatkan bimbingan dan pembinaan langsung dari Dinas Koperasi dan UMKM yang ada di Kota Medan. Sehingga bisa jadi hanya sekitar 1.717 UMKM di Kota Medan yang memiliki kualitas di atas rata rata yang dapat bersaing di pasar karena mereka sudah mendapat bimbingan dan arahan dari Dinas Koperasi dan UMKM di Kota Medan. Tujuan: Tujuan dilaksanakannya penelitian ini yaitu untuk mengetahui dan menganalisis Peran Dinas Koperasi dan UMKM Dalam Meningkatkan Perekonomian Masyarakat di Kota Medan Provinsi Sumatera Utara. Metode: Penelitian ini menggunakan metode deskriptif dengan pendekatan induktif. Terdapat beberapa cara pengumpulan data yang digunakan oleh peneliti dalam penelitian ini, yaitu observasi, wawancara, serta dokumentasi. Teknik analisis data yang digunakan adalah Reduksi Data, Penyajian Data dan Penarikan KesimpuIan. Hasil/Temuan: Hasil penelitian ini adalah Peran Dinas Koperasi dan UMKM Dalam Meningkatkan Perekonomian Masyarakat di Kota Medan dapat dilihat dari hasil wawancara dan data yang didapat dilapangan. Kebijakan Dinas Koperasi dan UMKM dalam meningkatkan perekonomian masyarakat di Kota Medan dengan strategi dan program-program yang dimiliki Dinas Koperasi dan UMKM Kota Medan serta hasil dari berbagai kerjasama berbagai sektor yang dapat mendukung program dan strategi peran Dinas Koperasi dan UMKM dalam meningkatkan perekonomian masyarakat di Kota Medan. Kesimpulan: Dinas Koperasi dan UMKM Kota Medan perlu meningkatkan akses pembiayaan untuk dapat membantu pemilik usaha untuk mengakses pembiayaan melalui program pinjaman dengan bunga rendah atau bantuan keuangan lainnya. Meningkatkan pembiayaan dan pemberdayaan Koperasi dan UMKM melalui kerja sama antar setiap sektor guna meningkatkan porduktifitas pelaku usaha. Kemudian Dinas Koperasi dan UMKM Kota Medan diharapkan mampu menentukan arah kebijakan yang tepat untuk mendukung pertumbuhan dan pengembangan Koperasi dan UMKM. serta hasil evaluasi terhadap program sebelumnya.
