Abstract

ABSTRACT Problem/Background (GAP): The 3T areas have a low quality of education. This is due to the problem of a shortage of educators. For this reason, the Ministry of Education and Culture of the Republic of Indonesia made a policy for undergraduate programs to educate in the outermost, disadvantaged, and foremost areas (SM3T) which aim to resolve the shortage of educators. This research has a Purpose: to find out the implementation of educational undergraduate program policies in the outermost, lagging, and leading areas in improving the quality of education, inhibiting factors and, government efforts to overcome obstacles in the Tanimbar Islands Regency. Method: This study uses a descriptive qualitative approach using data collection techniques, namely interviews, observation, and documentation related to research. Results: The results of the study show that the implementation of the undergraduate program policy educating the outermost, underdeveloped, and frontier areas in improving the quality of education in the Tanimbar Islands Regency has not run optimally due to the distance to the remote school location, inadequate public transportation, unavailable internet access well, the number of teaching undergraduates is small, the SM3T program only lasts for 1 year, low community participation in education, and also unfavorable geographical location. Conclusion: Therefore, the Local Regional Government needs to increase the assistance of adequate educational infrastructure, conduct outreach regarding the importance of education for people in remote areas, and also add and extend the duration of teaching contract teachers. Keywords: SM3T, Quality Education, Policy Implementation ABSTRAK Permasalahan/Latar Belakang (GAP): Daerah 3T memiliki mutu pendidikan yang rendah. Hal ini dikarenakan adanya permasalahan kekurangan tenaga pendidik. Untuk itu, Kementerian Pendidikan dan Kebudayaan Republik Indonesia membuat kebijakan program sarjana mendidik di daerah terluar, tertinggal dan terdepan (SM3T) yang bertujuan untuk menyelesaikan kekurangan tenaga pendidik. Penelitian ini memiliki Tujuan: untuk mengetahui implementasi kebijakan program sarjana mendidik di daerah terluar, tertinggal dan terdepan dalam meningkatkan mutu pendidikan, faktor penghambat serta upaya pemerintah untuk mengatasi hambatan di Kabupaten Kepulauan Tanimbar. Metode: Penelitian ini menggunakan metode pendekatan kualitatif deskriptif dengan menggunakan teknik pengumpulan data adalah wawancara, observasi dan dokumentasi yang terkait dengan penelitian. Hasil/Temuan: Hasil Penelitian menunjukkan bahwa implementasi kebijakan program sarjana mendidik daerah terluar, tertinggal dan terdepan dalam meningkatkan mutu pendidikan di Kabupaten Kepulauan Tanimbar belum berjalan dengan optimal karena jarak ke lokasi sekolah yang jauh, transportasi umum yang kurang memadai, tidak tersedia akses internet yang baik, jumlah sarjana mengajar yang sedikit, program SM3T yang hanya berlangsung selama 1 tahun, rendahnya partisipasi masyarakat dalam menempuh pendidikan, dan juga letak geografis yang kurang mendukung. Kesimpulan: Oleh karena itu Pemerintah Daerah Setempat perlu menambah bantuan sarana prasarana pendidikan yang memadai, melakukan sosialisasi terkait pentingnya pendidikan bagi masyarakat di pelosok daerah dan juga melakukan penambahan serta perpanjangan durasi mengajar guru kontrak.
