Abstract

ABSTRACT Problem Statement/ Background (GAP) : Smart living is one of the indicators of a smart city which has a goal of feasibility of people's standard of living, feasibility of lifestyle, quality of life and things that support mobility. Smart living has three influential dimensions, namely harmony, health and mobility. However, there are several problems that occur in each dimension of smart living, such as sub-optimal waste disposal, rising unemployment rates, APM health service programs that are not yet optimal, and hampered mobility. The location of this research was carried out at the Department of Communication, Information, Statistics and Coding of the Deli Serdang Regency and the Planning Agency of the Regional Planning, Research and Development Agency for the City of Deli Serdang. The purpose of this study is to Analyzing the quality of smart living in Deli Serdang Regency. The research method used is descriptive qualitative with an inductive approach. Data in this study were collected through interviews, observation and documentation. Data analysis techniques used in the form of data reduction, data presentation and drawing conclusions. The results of this study are based on the smart city theory of smart living indicators which analyze the quality of smart living with three dimensions that affect the quality of smart living. The Result study shows that in general the quality of smart living in Deli Serdang Regency can be categorized as having good quality. The results of this study indicate that urban spatial control in Deli Serdang Regency is running well. Although the health dimension has constraints from the Deli Serdang Regency Government such as the lack of socialization regarding the APM program which is considered by the people of Deli Serdang Regency to be not so influential in facilitating queuing services at the Deli Serdang Regency public hospital. Conclusion As for suggestions from researchers to increase outreach to the community about electronic-based service programs from the government to the community so that the community can access or receive services quickly and responsively and so as to build good coordination and improve even better communication and information technology considering the duties and functions of the Diskominfo, namely assist the government in facilitating the affairs of service to the community. Keywords: Quality, Smart City, Smart Living ABSTRAK Pernyataan Masalah / Latar Belakang (GAP) : Smart living merupakan salah satu indikator smart city yang memiliki tujuan untuk kelayakan taraf hidup masyarakat, kelayakan pola hidup, kualitas hidup dan hal yang mendukung mobilitas. Smart living memiliki tiga dimensi yang berpengaruh yaitu harmoni, kesehatan dan mobilitas. Namun ada beberapa permasalahan yang terjadi ditiap dimensi smart living seperti pembuangan sampah yang kurang optimal, tingkat pengangguran yang meningkat, program pelayanan kesehatan APM yang belum optimal, serta terhambatnya mobilitas. Lokasi penelitian ini dilakukan di Dinas Komunikasi, Informasi, Statistik dan Persandian Kabupaten Deli Serdang dan Badan Perencanaan Badan Perencanaan Pembangunan, Penelitian dan Pengembangan Daerah Kota Deli Serdang. Tujuan penelitian Menganalisis bagaimana kualitas smart living di Kabupaten Deli Serdang. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan induktif. Data pada penelitian ini dikumpulkan melalui wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan berupa reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini berdasarkan teori smart city indikator smart living yang menganalisis kualitas smart living dengan tiga dimensi yang berpengaruh terhadap kualitas smart living. Hasil penelitian menunjukkan bahwa secara garis besar kualitas smart living di Kabupaten Deli Serdang dapat dikategorikan memiliki kualitas yang baik. Hasil penelitian ini menunjukkan bahwa pengendalian tata ruang kota di Kabupaten Deli Serdang menunjukkan berjalan dengan baik. Walaupun pada dimensi kesehatan memiliki kendala dari Pemerintah Kabupaten Deli Serdang seperti kurangnya sosialisasi mengenai program APM yang dinilai masyarakat Kabupaten Deli Serdang tidak begitu berpengaruh dalam memudahkan pelayanan antrian di rumah sakit umum Kabupaten Deli Serdang. Kesimpulan Adapun saran dari peneliti untuk meningkatkan sosialisasi terhadap masyarakat tentang program – program pelayanan berbasis elektronik dari pemerintah ke masyarakat agar masyarakat dapat mengakses atau menerima pelayanan dengan cepat dan tanggap serta Supaya Membangun koordinasi yang baik serta meningkatkan lebih baik lagi teknologi komunikasi dan informasi mengingat tupoksi Diskominfo yaitu membantu pemerintahan dalam mempermudah urusan pelayanan kepada masyarakat.
