Abstract

ABSTRACK Problem Statement/Background (GAP): West Bangka Regency has increased the political participation of the people of West Bangka Regency in the 2020 Regional Elections which has not yet reached the target even though there is an increase in the 2020 Regional Elections compared to the 2015 Regional Elections so that future political participation of the community can reach the target. Purpose: Know and Analyze Community Political Participation by KPU in PILKADA in West Bangka Regency. Knowing and analyzing the inhibiting factors that arise from the political participation of the community in the regional elections in West Bangka Regency. Method: In writing this thesis using qualitative methods to explore and obtain information in the form of necessary data. The technique used in this research is using purposive sampling techniques that can be used to obtain information or data and informants. In the purporsive sampling method, informants are considered as sources who know the problem under study. In addition, researchers use the snowball sampling method so that data is obtained more objectively, completely, and precisely through the determination of informants. Results: The results of the study show that in this case the KPU of West Bangka Regency still finds obstacles that occur in providing political education to the community in West Bangka Regency so that in the future the KPU will continue to work with other parties to increase community political participation in West Bangka Regency. Conclusion: The General Election Commission of West Bangka Regency has the task of increasing public political participation in West Bangka Regency where in the Regional Elections the target of community participation in West Bangka Regency has not been achieved, which can be seen from the functions and duties of the West Bangka Regency Regional Election Commission as stated in PKPU regulation No. 23 of 2013 concerning community participation in the implementation of elections. The Regional Election Commission of West Bangka Regency has an important role in improving and providing education for community participation, especially in the West Bangka Regency area. Keywords: Participation, Improvement, Political Education ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Bangka Barat melakukan peningkatan partisipasi politik masyarakat Kabupaten Bangka Barat dalam PILKADA 2020 yang masih belum mencapai target walaupun ada peningkatan di PILKADA 2020 dibandingkan PILKADA 2015 sehingga partisipasi politik masyarakat kedepanya bisa mencapai target. Tujuan: Mengetahui dan Menganalisis Partisipasi Politik Masyarakat oleh KPU dalam PILKADA di Kabupaten Bangka Barat. Mengetaui dan Mengnalisis faktor penghambat yang muncul dari partisipasi politik masyarakat dalam PILKADA di Kabupaten Bangka Barat. Metode: Dalam penulisan skripsi ini menggunakan metode kualitatif untuk menggali dan mendapatkan informasi yang berbentuk data yang diperlukan. Teknik yang digunakan dalam penelitilian ini yaitu menggunakan teknik purposive sampling yang dapat digunakan untuk memperoleh informasi atau data dan informan. Dalam metode purporsive sampling informan dianggap sebagai narasumber yang mengetahui masalah yang diteliti. Selain itu juga, peneliti menggunakan metode snowball sampling agar data diperoleh lebih objektif, lengkap dan tepat melalui penentuan informan. Hasil/Temuan: Hasil dari penelitian menunjukkan bahwa Dalam hal ini pihak KPU Kabupaten Bangka Barat masih menemukan hambatan-hambatan yang terjadi dalam memberikan Pendidikan politik kepada masyarakat di Kabupaten Bangka Barat sehingga kedepannya KPU akan terus bekerja sama dengan pihak lainnya untuk meningkatkan partisipasi politik masyarakat di Kabupaten Bangka Barat. Kesimpulan: Komisi pemilihan umum kabupaten bangka barat memiliki tugas untuk meningkatkan partisipasi politik masyarakat di kabupaten bangka barat dimana dalam Pilkada yang masih belum tercapainya target partisipasi masyarakat di kabupaten bangka barat, yang dapat dilihat dari fungsi dan tugas komisi pemilihan umum daerah kabupaten bangka barat yang tertuang dalam peraturan PKPU No. 23 Tahun 2013 tentang partisipasi masyarakat dalam penyelenggaraan pemilu. Komisi pemilihan umum daerah kabupaten bangka barat memiliki peran penting dalam meningkatkan dan memberikan Pendidikan terhadap partisipasi masyarakat yang terkhususnya di daerah kabupaten bangka barat.
