Abstract

ABSTRACK Problem Statement/Background (GAP): The child already has a birth certificate, but currently there is no ID card for the child, so the Child Identity Card (KIA) is considered important. The need for children's identity is quite important and must be met by the government, prompting the government to create the MCH program. In line with this, the community welcomes the MCH program and expects that MCH can function properly and fulfill its purpose as proof of children's identity, just like KTP. Purpose : This study aims to find out and analyze How is the process of the Nasi Uduk program in issuing children's identity cards at the Population and Civil Registration Office of Indragiri Hilir Regency. Method: The theory used in this study is the theory of Effectiveness According to Gibson and Steers in Sumaryadi (2005: 107). The research approach used in research is qualitative research method. The data collection techniques used are observation, interviews, and documentation. The analysis techniques used are data collection, data reduction, data presentation, and conclusion or verification. Result: The results of the study show that the "Nasi Uduk" program is effective in raising parents' awareness to register their children with the Population and Civil Registration Office to obtain MCH. This program also helps speed up the MCH issuance process and improve the quality of services at the Population and Civil Registration Office. Therefore, the "Nasi Uduk" program can be used as an effective model in promoting MCH issuance for children. Conclusion: Based on the results of data analysis that has been carried out, it can be concluded that the Nasi Uduk Inhil program is effective in improving the MCH issuance process in Disdukcapil Inhil. In the process of issuing MCH, the Nasi Uduk Inhil program has provided several benefits. Keywords : Effectiveness, Issuance, Child Identity Card ABSTRAK Permasalahan/Latar Belakang (GAP): Anak sudah memiliki akta kelahiran, namun saat ini belum ada KTP untuk anak, sehingga Kartu Identitas Anak (KIA) dianggap penting. Adanya kebutuhan akan identitas anak yang cukup penting dan harus dipenuhi oleh pemerintah, mendorong pemerintah untuk membuat program KIA. Sejalan dengan hal tersebut, masyarakat menyambut baik program KIA dan mengharapkan agar KIA dapat berfungsi dengan baik dan memenuhi tujuannya sebagai bukti identitas anak, seperti halnya KTP.. Tujuan: Penelitian ini bertujuan guna mengetahui dan menganalisis Bagaimana proses program Nasi Uduk dalam penerbitan kartu identitas anak di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Indragiri Hilir. Metode: Teori yang digunakan dalam penelitian ini adalah teori Efektivitas Menurut Gibson dan steers dalam Sumaryadi (2005:107). Pendekatan penelitian yang digunakan dalam penelitian adalah metode penelitian kualitatif. Teknik pengumpulan data yang digunakan yakni, observasi, wawancara, dan dokumentasi. Teknik analisis yang digunakan yaitu, pengumpulan data, reduksi data, penyajian data, dan kesimpulan atau verifikasi. Hasil/Temuan: Hasil dari penelitian menunjukkan bahwa program "Nasi Uduk" efektif dalam meningkatkan kesadaran orang tua untuk mendaftarkan anak mereka ke Dinas Kependudukan dan Pencatatan Sipil untuk mendapatkan KIA. Program ini juga membantu mempercepat proses penerbitan KIA dan meningkatkan kualitas pelayanan di Dinas Kependudukan dan Pencatatan Sipil. Oleh karena itu, program "Nasi Uduk" dapat dijadikan sebagai model yang efektif dalam mempromosikan penerbitan KIA untuk anak-anak. Kesimpulan: Berdasarkan hasil analisis data yang telah dilakukan, dapat disimpulkan bahwa program Nasi Uduk Inhil efektif dalam meningkatkan proses penerbitan KIA di Disdukcapil Inhil. Dalam proses penerbitan KIA, program Nasi Uduk Inhil telah memberikan beberapa manfaat. Kata Kunci : Efektivitas, Penerbitan, Kartu Identitas Anak
