Abstract

ABSTRACT Problem Statement/ Background (GAP) : The background of this research is based on several problems related to this electronic-based government system that has an impact on existing public services. Information technology-based public service innovation in the form of this website has many positive impacts , one of which is the application of information technology in public services Convenience to users of the service. So that people do not have to come to government agencies to get services, but only by accessing website pages that have been managed by the government agency itself. The purpose of this study is to determine the application of the website in the Asahan Regency Government. The method used in this study is descriptive qualitative method, data collection techniques used in this study are observation, interview and documentation. Data analysis techniques start from data reduction, data presentation , and conclusions. In this study, researchers used rocha theory , which is about website quality consisting of content quality, service quality , engineering quality . The results of the study answered the evaluation with the results of identifying the quality of website content , service quality and technical quality can be said to be good because the Asahan Communication and Information Agency because it can be seen from the accuracy of reliable information , and In the quality of service using the latest PHP server equipped with Security Socket Layer (SSL) and quality techniques that have an ad-free search engine in the process of searching for information on the website. Conclusion to respond to existing obstacles, in order to include the contact of the website manager to meet the rules set by the Minister of Communication and Information Technology also to make it easier for the public to obtain information, clarify if there are human errors or things that are considered wrong, and help the community who would like to provide the latest additional information happening in the community. Keywords: Analysis, Quality, Website ABSTRAK Pernyataan Masalah / Latar Belakang (GAP) : Latar belakang penelitian ini berdasarkan beberapa permasalahan terakait dengan sistem pemerintahan berbasis elektronik ini berdampak pada pelayanan publik yang ada. Inovasi layanan publik berbasis teknologi informasi berupa website ini memberikan banyak dampak positif, salah satunya penerapan teknologi informasi dalam pelayanan publik memberikan kemudahan kepada pengguna layanan. Sehingga masyarakat tidak harus datang ke instansi pemerintah untuk mendapatkan pelayanan, melainkan hanya dengan mengakses halaman website yang telah dikelola oleh intansi pemerintah itu sendiri. Tujuan penelitian ini Untuk Mengetahui penerapan website di Pemerintah Kabupaten Asahan. Metode yang digunakan dalam penelitian ini metode kualitatif deskriptif, teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Teknik analisis data dimulai dari reduksi data, penyajian data, dan penarikan kesimpulan.Dalam penelitian ini peneliti menggunakan teori rocha yaitu tentang kualitas website yang terdiri dari kualitas isi, kualitas layanan ,kualitas teknik. Hasil Penelitian menjawab evaluasi dengan hasil identifikasi kualitas isi website ,kualitas layanan dan kualitas teknik sudah dapat dikatakan baik karena dinas kominfo asahan karena dapat dilihat dari akurasi informasi yang dapat dipercaya,serta dalam kualitas layanan menggunakan server php terbaru dilengkapi dengan security socket layer (ssl) serta kualitas teknik yang memiliki mesin pencari yang bebas iklan memduhkan dalam proses pencarian informasi di website tersebut. Kesimpulan untuk menanggapi hambatan yang ada maka Agar mencantumkan kontak pengelola website untuk memenuhi aturan yang telah di tetapkan oleh Menteri komunikasi dan informatika juga agar memudahkan masyarakat dalam memproleh informasi, mengklarifikasi jika adanya human eror atau pun hal hal yang di anggap keliru, dan membantu masyarakat yang ingin memberikan informasi tambahan terbaru yang terjadi di masyarakat.
