Abstract
ABSTRAK Ada beberapa faktor penghambat dan pendukung dalam efektivitas reses DPRD Kota Payakumbuh pada masa pandemic Covid-19. Tujuan penelitian ini adalah mengetahui faktor pendukung dan penghambat efektivitas kegiatan reses anggota DPRD Kota Payakumbuh pada masa pandemi Covid-19 dalam menyerap aspirasi masyarakat di Kota Payakumbuh serta upaya yang dilakukan DPRD Kota Payakumbuh. Dalam penelitian ini, penulis meggunakan teori Efektivitas yang dikemukakan Gibson dengan memperhatikan lima dimensi, yaitu: produktivitas, efisiensi, kepuasan, fleksibilitas, dan mutu. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan dengan wawancara dan dokumentasi. Temuan penelitian ini menunjukkan bahwa penyerapan aspirasi masyarakat masih mengalami beberapa kendala berupa penghambat etektivitas penyerapan aspirasi masyarakat melalui reses yang dilaksanakan oleh anggota DPRD Kota Payakumbuh. Namun untuk mengatasi faktor penghambat tersebut DPRD kota Payakumbuh melakukan upaya-upaya dalam rangka meningkatkan efektivitas penyerapan aspirasi masyarakat melalui reses. Penulis mengharapkan DPRD Kota Payakumbuh mengadakan pembahasan untuk memecahkan masalah yang dihadapi dan diharapkan mampu mempertahankan kinerjanya dengan baik. Kata kunci: Aspirasi Masyarakat, Reses, DPRD, Kota Payakumbuh ABSTRACT There are several inhibiting and supporting factors in the effectiveness of the Payakumbuh City DPRD recess during the Covid-19 pandemic. The purpose of this study is to determine the supporting and inhibiting factors in the effectiveness of recess activities of Payakumbuh City DPRD members during the Covid-19 pandemic in absorbing the aspirations of the people in Payakumbuh City and the efforts made by the Payakumbuh City DPRD. In this study, the authors used the theory of effectiveness proposed by Gibson by paying attention to five dimensions, namely: productivity, efficiency, satisfaction, flexibility, and quality. The research method used is qualitative research with a descriptive approach. Data collection techniques were conducted by interview and documentation. The findings of this study indicate that the absorption of community aspirations still experiences several obstacles in the form of obstacles to the effectiveness of absorption of community aspirations through recess carried out by members of the Payakumbuh City DPRD. However, to overcome these inhibiting factors, the Payakumbuh City DPRD made efforts in order to increase the effectiveness of absorption of community aspirations through recess. The author hopes that the Payakumbuh City DPRD will hold discussions to solve the problems faced and is expected to be able to maintain its performance well.
