Abstract

ABSTRACT Problem Statement/Background (GAP): Development activities can be right on target and well implemented and yield beneficial results if the development can meet the needs of the community. In fact, the results of village development planning have so far been deemed unable to meet the needs of the community because during the implementation of the Development Planning Meeting (MUSREMBANG) the community should be present and participate in the implementation of the Development Planning Meeting (MUSREMBANG) to convey aspirations and opinions as well as ideas. Purpose: This study aims to analyze and determine the performance of the Village Community Empowerment Service to increase community participation in the development of Mappi District. Method: In this study, the researcher used a descriptive qualitative research method. The data collection techniques used are observation, interviews, and documentation. The researcher used the theory from Sinambela (2012) and analyzed the performance of DPMK using the following dimensions: (1) productivity dimension (2) responsiveness dimension (3) responsibility dimension (4) accountability dimension. Result: The results of this study indicate that the performance of DPMK has declined in recent years. Specifically in relation to increasing community participation, DPMK's performance did not go well due to a lack of budget and supporting resources. The obstacles experienced by the community themselves, such as lack of information regarding the implementation of village development planning and not being supported by an understanding of the importance of participation in village development planning. Conclusion: The conclusion of this study is the performance of the village community empowerment service to increase community participation in village development planning in Mappi District by using four indicators namely; productivity, responsiveness, responsibility and accountability in general have not been maximized. This shows that the village community empowerment service in Mappi District needs to innovate in relation to the utilization of resources, both suggestions and infrastructure as well as limited official human resources so that they are efficient and support the productivity of the office. Keywords: Performance, Participation, Village Development Planning ABSTRAK Permasalahan/Latar Belakang (GAP): Kegiatan pembangunan bisa tepat sasaran dan terlaksana dengan baik serta bermanfaat hasilnya apabila pembangunan tersebut bisa memenuhi apa yang menjadi kebutuhan 2 masyarakat. Pada kenyataannya, hasil dari perencanaan penyusunan pembangunan kampung selama ini dianggap belum bisa memenuhi kebutuhan masyarakat karena pada saat pelaksanaan Musyawarah Perencanaan Pembangunan (MUSREMBANG) masyarakat seharusnya hadir dan turut serta dalam pelaksanaan Musyawarah Perencanaan Pembangunan (MUSREMBANG) untuk menyampaikan aspirasi dan pendapat serta buah pikiran. Tujuan: Penelitian ini bertujuan untuk menganalisis dan mengetahui kinerja Dinas Pemberdayaan Masyarakat Kampung untuk meningkatkan partisipasi masyarakat dalam pembangunan Kabupaten Mappi. Metode: Dalam penelitian ini peneliti menggunakan metode penelitian kualitatif deskriptif. Adapun teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dan dokumentasi. Peneliti menggunakan teori dari Sinambela (2012) dan mengaalisis kinerja DPMK menggunakan dimensi yaitu: (1) Dimensi produktivitas (2) dimensi responsivitas (3) dimensi responsibilitas (4) dimensi akuntabilitas. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa beberapa tahun terakhir, kinerja DPMK menurun. Khusus dalam kaitannya dengan peningkatan partisipasi masyarakat, kinerja DPMK tidak berjalan dengan baik lantaran kekurangan anggaran dan sumberdaya pendukung. Adapun kendala yang dialami masyarakat sendiri seperti kurangnya informasi akan pelaksanaan perencanaan pembangunan kampung serta tidak didukung dengan pemahaman akan pentingnya keikutsertaan dalam perencanaan pembangunan kampung. Kesimpulan: Kesimpulan penelitian ini adalah kinerja dinas pemberdayaan masyarakat kampung untuk meningkatkan partisipasi masyarakat dalam perencanaan pembangunan kampung di Kabupaten Mappi dengan menggunakan empat indikator yaitu ; produktivitas, responsivitas, responsibilitas, dan akutabilitas secara umum belum maksimal. Hal ini menunjukan bahwa dinas pemberdayaan masyarakat kampung Kabupaten Mappi perlu melakukan inovasi dalam kaitannya dengan pemanfaatan sumberdaya baik saran dan prasaran serta SDM dinas yang terbatas agar berdaya guna dan mendukung produktivitas dinas.
