Abstract

ABSTRACT Problems/Background (GAP): Welfare is the ultimate goal of every policy. The government's policy regarding Health Insurance directly supports the realization of welfare for the people who are expected to be able to overcome health problems with the implementation of Health Insurance by the Social Security Administering Body (BPJS). The implementation of this health insurance program still encounters problems related to program implementation, especially at the Regional General Hospital dr. Slamet Garut Regency. Purpose: to find out the implementation of administrative services for the National Health Insurance at dr. Slamet Garut Regency, inhibiting factors and efforts made to improve these services. Method: This research was conducted using a descriptive qualitative method with a deductive approach and data collection techniques used were observation, documentation, and interviews. The research design used is the theory of policy evaluation which consists of effectiveness, efficiency, adequacy, adequacy, responsiveness and accuracy. As well as implementation theory which consists of Communication Resources, Disposition and Bureaucratic Structure. Results: The results of the study show that the National Health Insurance service by the Social Security Administering Body at RSUD dr. Slamet, Garut Regency, there are several obstacles in the implementation of the program, which is shown by the lack of coordination between dr. Slamet and BPJS, the lack of BPJS officers in RSUD dr. Slamet, the lack of public awareness in paying Health Insurance contributions. For this reason, dr. Slamet made efforts through providing open education to the public, providing health insurance services, increasing understanding of claim procedures at RSUD dr. Slamet and increasing the importance of the Health Insurance program for the community Conclusion: The overall implementation of the National Health Insurance administrative services has been good but there are still obstacles. Keywords: Health Insurance Services, Influencing Factors Policy Evaluation, Evaluation Policy Implementation ABSTRAK Permasalahan/Latar Belakang (GAP): Kesejahteraan menjadi tujuan akhir dari setiap kebijakan. Kebijakan pemerintah mengenai Jaminan Kesehatan mendukung secara langsung terwujudnya kesejahteraan bagi masyarakat yang diharapkan dapat mengatasi permasalahan kesehatan dengan terselenggaranya Jaminan Kesehatan oleh Badan Penyelenggara Jaminan Sosial (BPJS). Terselenggaranya program Jaminan kesehatan ini masih menemui masalah yang berkaitan dengan implementasi program khususnya di Rumah Sakit Umum Daerah dr. Slamet Kabupaten Garut. Tujuan: untuk mengetahui evalusi pelaksanaan pelayanan administrasi Jaminan Kesehatan Nasional di RSUD dr. Slamet Kabupaten Garut, faktor yang menghambat serta upaya yang dilakukan untuk meningkatkan pelayanan tersebut. Metode: Penelitian ini dilakukan dengan menggunakan metode kualitatif dengan pendekatan deduktif dan teknik pengumpulan data yang digunakan yaitu observasi, dokumentasi, dan wawancara. Desain penelitian yang digunakan adalah teori evaluasi kebijakan yang terdiri atas efektivitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatan. Serta teori implementasi yang terdiri atas Komunikasi Sumber Daya, Disposisi dan Struktur Birokrasi. Hasil/Temuan: Hasil penelitian menunjukan bahwa pelayanan Jaminan Kesehatan Nasional oleh Badan Penyelenggara Jaminan Sosial di RSUD dr. Slamet Kabupaten Garut terdapat beberapa kendala dalam pelaksanaan program yang ditunjukan kurangnya koordinasi antara petugas RSUD dr. Slamet dan BPJS, kurangnya petugas BPJS yang ada di RSUD dr. Slamet, kurangnya kesadaran masyarakat dalam membayar iuran Jaminan Kesehatan. Untuk itu, RSUD dr. Slamet melakukan upaya-upaya melalui diberikannya edukasi terbuka kepada masyarakat, penyelenggara pelayanan Jaminan kesehatan, peningkatan pemahaman prosedur pengklaiman di RSUD dr. Slamet dan meningkatkan pentingnya program Jaminan Kesehatan bagi masyarakat. Kesimpulan: Pelaksanaan pelayanan administrasi Jaminan Kesehatan Nasional secara keseluruhan telah baik akan tetapi masih terdapat kendala.
