Abstract

Problem Statement/Background (GAP): Community political participation in South Central Timor District, which in this case is related to electoral activities, is still considered low and getting lower in each election period, because there are still many people who are registered in the DPT but do not participate by voting for the regional head candidates who have run for office. Purpose: The purpose of this research is to find out what are the factors and influence the number of participants in the 2018 regional elections so that the percentage of voters in the 2018 period is lower than the others. Method: This research uses qualitative methods with data collection techniques of interviews and documentation studies. Community political participation according to Miriam Budiarjo is used as a measuring tool in analyzing the level of community participation. Result: The strategy of the organizers themselves to increase the political participation of the people of South Central Timor is to increase socialization in a more creative way to attract public interest in politics, use Democracy volunteers such as traditional and religious leaders to conduct socialization as the closest party to the community and conduct socialization in the form of introduction to the community through social media that is currently popular among the community. Conclusion: that there are factors that influence the decline in the level of political participation of the people of South Central Timor, namely public awareness, data on permanent voters and the lack of adequate facilities for the organizers and the community. so that the KPU increases programs and socialization that are useful and interesting as well as training in the use of technology for the community to increase community political participation. Permasalahan/Latar Belakang (GAP): Partisipasi politik masyarakat di Kabupaten Timor Tengah selatan yang dalam hal ini terkait dengan aktivitas elektoral masih dianggap rendah dan semakin rendah di setiap periode pemilihan, karena masih banyak masyarakat yang terdaftar dalam DPT namun tidak ikut berpartisipasi dengan bentuk memilih para calon kepala daerah yang telah mencalonkan diri. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui apa saja yang menjadi faktor dan mempengaruhi jumlah partisipan pada pilkada ditahun 2018 sehingga presentase jumlah pemilih pada periode 2018 lebih rendah dibandingkan yang lain. Metode: Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data wawancara dan studi dokumentasi. Partisipasi politik masyarakat menurut Miriam Budiarjo dijadikan alat ukur dalam menganalisis tingkat partisipasi masyarakat. Hasil/Temuan: Strategi dari pihak penyelenggara sendiri untuk meningkatkan partisipasi politik masyarakat Timor Tengah Selatan ialah dengan memperbanyak sosialisasi dengan cara yang lebih kreatif agar menarik minat masyarakat dalam politik, menggunakan para relawan Demokrasi seperti tokoh adat dan agama untuk melakukan sosialisasi sebagai pihak yang paling dekat dengan masyarakat serta melakukan sosialisasi berupa pengenalan kepada masyarakat melalui media sosial yang sedang terkenal dikalangan masyarakat. Kesimpulan: bahwa terdapat faktor-faktor yang mempengaruhi turunnya tingkat partisipasi politik masyarakat Timor Tengah Selatan ialah kesadaran masyarakat, data para pemilih tetap dan kurangnya fasilitas yang memadai bagi pihak penyelenggara dan masyarakat. agar KPU memperbanyak program serta sosialisasi yang berguna dan menarik serta pelatihan penggunaan teknologi bagi masyarakat untuk meningkatkan partisipasi politik masyarakat.
