Abstract

ABSTRAK Kemacetan yang terjadi di jakarta bukan lah sebuah permasalahan yang baru-baru ini terjadi. Fenomena kemacetan ini adalah kondisi yang tidak bisa di hindari oleh kota jakarta, tingginya penggunaan kendaraan pribadi dan masyarakat yang enggan untuk beralih ke transportasi umum karena alasan efisiensi memaksa pemerintah provinsi dki jakarta untuk mencari dan memutuskan kebijakan yang tepat untuk menyelesaikan persoalan kemacetan ini. Pemerintah Provinsi DKI Jakarta sebagai kota yang sudah mengusut tema smart city mencoba menyelesaiakan permasalahan kemacetan ini melalui kerja sama antara Dinas Komunikasi Informasi dan Statistik dengan Dinas Perhubungan untuk memunculkan fitur JakLingko yang bisa di akses melalui aplikasi Jakarta Kini(JAKI). Namun demikian masih ditemukan kekurangan yang membuat masyarakat masih kurang berminat untuk menggunakan aplikasi Jakarta Kini(JAKI). Tujuan dari dilakukannya penelitian ini adalah untuk mengetahui Efektivitas aplikasi Jakarta Kini(JAKI) sebagai sarana informasi Transportasi Umum di Jakarta, mengetahui apa kendala dan upaya apa yang dilakukan pemerintah dalam mengatasi hambatan tersebut. Penelitian ini mengusut metode kualitatif dengan pendekatan secara deskriptif. Proses pengambilan data dengan cara observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pengelolaan aplikasi Jakarta Kini(JAKI) sebagai media informasi Transportasi Umum yang diselenggarakan di Provinsi DKI Jakarta cukup efektif jika diukur berdasarkan Teori Efektivitas yang dikemukakan oleh Sondang P Siagian (2015:20-21). Namun masih ditemukan kekurangan yang menjadi faktor penghambat didalam dimensi. Faktor penghambat yang didapatkan antara lain aplikasi belum terintegrasi dengan semua organisasi perangkat daerah, terjadinya error system dalam aplikasi,dan aplikasi sering force close. Oleh karena itu harus dilakukan perbaikan dan pengoptimalan aplikasi agar pelayanan publik ini dapat terlaksana dengan baik adapun upaya yang dapat diberikan yaitu pengoptimalan aplikasi, menambahkan fitur dalam aplikasi, dan menambah kecepatan dalam pelayanan publik. Kata Kunci : Efektivitas, Aplikasi Jakarta Kini(JAKI), Kemacetan, Smart City, Pelayanan Publik ABSTRACT Traffic jams that occur in Jakarta are not a problem that has recently occurred. This congestion phenomenon is a condition that the city of Jakarta cannot avoid, the high use of private vehicles and people who are reluctant to switch to public transportation for reasons of efficiency have forced the DKI Jakarta Provincial Government to find and decide on the right policy to solve this congestion problem. The Provincial Government of DKI Jakarta as a city that has investigated the smart city theme is trying to solve this traffic jam problem through collaboration between the Information and Statistics Communication Service and the Transportation Agency to bring up the JakLingko feature which can be accessed through the Jakarta Kini (JAKI) application. However, there are still deficiencies found that make people still less interested in using the Jakarta Kini (JAKI) application. The purpose of conducting this research is to find out the effectiveness of the Jakarta Kini (JAKI) application as a means of information on public transportation in Jakarta, to find out what the obstacles are and what efforts the government has made to overcome these obstacles. This study investigated qualitative methods with a descriptive approach. The process of collecting data by way of observation, interviews, and documentation. The results of the study show that the management of the Jakarta Kini (JAKI) application as an information medium for public transportation held in DKI Jakarta Province is quite effective when measured based on the Theory of Effectiveness put forward by Sondang P Siagian (2015: 20-21). However, deficiencies are still found which are the inhibiting factors in the dimensions. Inhibiting factors obtained include the application has not been integrated with all regional apparatus organizations, system errors occur in applications, and applications are often force closed. Therefore, it must be repaired and optimized for applications so that these public services can be carried out properly. The efforts that can be given are optimizing applications, adding features in applications, and increasing speed in public services.
