Abstract
ABSTRACT Problems/Background (GAP): The rampant circulation of illegal alcoholic beverages in Kaimana Regency has prompted the local government to pass policies that regulate the distribution of illegal alcoholic beverages. Thus the Regent Regulation Number 33 of 2020 concerning the Implementation of Control and Supervision of the Distribution of Alcoholic Beverages was born. Purpose: This study aims to determine the implementation of the policy of controlling the distribution of alcoholic beverages in Kaimana Regency, West Papua Province, supporting and inhibiting factors, as well as the government's efforts to control the circulation of alcoholic beverages in Kaimana Regency. Method: The method used in this research is descriptive qualitative method with an inductive approach. Data collection techniques were carried out by field observations, interviews and documentation at the government of Kaimana Regency, West Papua Province. The theory of policy implementation used is the theory of policy implementation by Van Meter and Van Horn. Results: Based on the results of the analysis of this study it was concluded that the implementation of policies for controlling the distribution of alcoholic beverages in Kaimana Regency, West Papua Province, has been running optimally. However, there are several obstacles such as the lack of socialization given to the community, as well as the lack of human resources in the form of members of Civil Servant Investigators (PPNS) and financial resources in the form of an insufficient budget within the Civil Service Police Unit of Kaimana Regency. Conclusion: Facing these conditions, the efforts made by the Civil Service Police Unit are to carry out routine patrols to control the circulation of alcoholic beverages and conduct outreach to businesses selling alcoholic beverages in Kaimana Regency. ABSTRAK Permasalahan/Latar Belakang (GAP): Maraknya peredaran minuman beralkohol secara ilegal di Kabupaten Kaimana mendorong pemerintah daerah untuk mengesahkan kebijakan yang mengatur mengenai peredaran minuman beralkohol secara ilegal. Sehingga lahirlah Peraturan Bupati Nomor 33 Tahun 2020 Tentang Pelaksanaan Pengendalian dan Pengawasan Peredaran Minuman Beralkohol Tujuan: Penelitian ini bertujuan untuk mengetahui implementasi kebijakan pelaksanaan pengendalian peredaran minuman beralkohol di Kabupaten Kaimana Provinsi Papua Barat, faktor pendukung dan penghambat, serta upaya pemerintah dalam melaksanakan pengendalian peredaran minuman beralkohol di Kabupaten Kaimana. Metode: Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data dilakukan dengan observasi lapangan, wawancara dan dokumentasi pada pemerintah Kabupaten Kaimana Provinsi Papua Barat. Adapun teori implementasi kebijakan yang digunakan adalah teori implementasi kebijakan Van Meter dan Van Horn. Hasil: Berdasarkan hasil analisis dari penelitian ini diperoleh bahwa implementasi kebijakan pelaksanaan pengendalian peredaran minuman beralkohol di Kabupaten Kaimana Provinsi Papua Barat sudah berjalan optimal. Namun terdapat beberapa kendala seperti kurangnya sosialisasi yang diberikan ke masyarakat, serta kurangnya sumberdaya manusia berupa anggota Penyidik Pegawai Negeri Sipil (PPNS) dan sumberdaya finansial berupa anggaran yang belum mencukupi di lingkungan Satuan Polisi Pamong Praja Kabupaten Kaimana. Kesimpulan: Menghadapi kondisi tersebut, upaya yang dilakukan Satuan Polisi Pamong Praja adalah dengan melaksanakan patroli rutin untuk mengontrol peredaran minuman beralkohol serta melakukan sosialisasi kepada pelaku usaha yang berjualan minuman beralkohol di Kabupaten Kaimana. Kata kunci: Minuman Berakohol, Peraturan Bupati, Satuan Polisi Pamong Praja, Impelementasi Kebijakan.
