Abstract

ABSTRACT Problem/Background (GAP): The author focuses on the problem of the low number of laws produced based on the initiative of the Karo Regency House of Representatives The purpose of this research is to find out what factors hinder the implementation of the legislative function of the Karo Regency Regional House of Representatives, which in this case is the right of initiative in Karo Regency Method: This research uses a descriptive qualitative method with an inductive approach with data collection techniques of interviews, observations, and documentation and is analyzed qualitatively. This research uses Edward III theory Results / Findings: The findings obtained by the author in this study are that the implementation of the legislative function of the Regional House of Representatives of Karo Regency is classified as sufficient, the implementation is classified as good, although it is still constrained in the implementation of initiatives that are still low. Conclusion: Implementation of the Legislative Function of the Regional House of Representatives of Karo Regency is considered to have been carried out well, but this function is still constrained in the initiative of the council members to design regional regulations that the community wants based on the author's interviews this is due to the resources and background of different council members. ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan rendahnya undang undang yang dihasilkan yang berdasarkan inisiatif Dewan Perwakilan Rakyat Kabupaten Karo Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui factor faktor�faktor apa yang menjadi penghambat pelaksanaan fungsi legislasi Dewan Perwakilan Rakyat Daerah Kabupaten Karo yang dalam hal ini adalah hak inisiatifnya di Kabupaten Karo Metode: Penelitian ini menggunakan metode kualitatif deksriptif dengan pendekatan induktif dengan Teknik pengumpulan data wawancara, obseervasi, dan dokumentasi dan dianalisis secara kualitatif. Penelitian ini menggunakan teori Edward III Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu pelaksanaan fungsi legislasi Dewan Perwakilan Rakyat Daerah Kabupaten Karo tergolong cukup, pada pelaksanaan tergolong baik, meskipun masih terkendala dalam pelaksanaan inisiatif yang masih rendah. Kesimpulan: Implementasi Fungsi Legislasi Dewan Perwakilan Rakyat Daerah Kabupaten Karo Tergolong telah terlaksana dengan baik namun fungsi ini masih terkendala di dalam inisiatif dari anggota dewan untuk merancang Perda yang diinginkan masyarakat berdasarkan wawancara penulis hal ini disebabkan oleh sumber daya dan latar belakang anggota dewan yang berbeda. Kata kunci: Implementasi, Peraturan daerah, Legislasi.
