Abstract

ABSTRACK Problem Statement/Background (GAP): Local governments have the right to enact regional regulations and other regulations to implement regional autonomy and assistance duties. In the government system in Indonesia there is a Trias politica, namely: Executive, Legislative and Judicial. Purpose: The purpose of this study is to determine the Role of Government Administrators in the Expansion of Kandang Makmur District and also the inhibiting and supporting factors in the expansion of Kandang Makmur District. Method: This study uses qualitative descriptive research method with inductive approach. Data collection techniques through interviews, observation, and documentation. Result: From the results of this study, cooperation has been realized between the Government and the Lhokseumawe City Parliament through the Decree of the Lhokseumawe City Parliament Number 14 of 2021 concerning the Approval of the Lhokseumawe City Qanun Design and in the implementation of the Lhokseumawe City Government regulations in accordance with Law Number 23 of 2014. The duties and functions of the Lhokseumawe City Local Government Organizer are in accordance with the aspirations / expectations of the community supported by academic studies. Policies implemented by the Government and the Lhokseumawe City Parliament to facilitate government, development and community services and hopefully can improve the community's economy. However, the area code has not been issued from the Ministry of Home Affairs so that the Pemekaran of Kandang Makmur District is hampered.So the Lhokseumawe City Government needs to write to the Governor of Aceh through the Aceh Setda Governance Bureau so that coordination between the province and the Center can be carried out properly. Conclusion: Cooperation has been realized between the Government and the Lhokseumawe City People's Representative Council (DPRK), namely the Decree of the Lhokseumawe City People's Representative Council Number 14 of 2021 concerning the Approval of the Lhokseumawe City Qanun Design. ABSTRAK Permasalahan/Latar Belakang (GAP): Pemerintah Daerah berhak menetapkan peraturan daerah dan peraturan-peraturan lain untuk melaksanakan otonomi daerah dan tugas pembantuan. Pada sistem pemerintahan di Indonesia terdapat Trias politica yaitu : Eksekutif, Legislatif dan Yudikatif. Tujuan: Tujuan penelitian ini untuk mengetahui Peran Penyelenggara Pemerintahan Dalam Pemekaran Kecamatan Kandang Makmur dan juga Faktor penghambat dan pendukung Dalam Pemekaran Kecamatan kandang Makmur. Metode: Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil/Temuan: Dari hasil penelitian ini telah terwujud kerjasama antara Pemerintah dan DPR Kota Lhokseumawe melalui Keputusan DPR kota Lhokseumawe Nomor 14 Tahun 2021 Tentang Persetujuan Rancangan Qanun Kota Lhokseumawe dan dalam pelaksanaan aturan Pemerintah Kota Lhokseumawe telah sesuai dengan Undang-Undang Nomor 23 Tahun 2014. Tugas dan fungsi Penyelenggara Pemerintahan Daerah Kota Lhokseumawe sudah sesuai dengan aspirasi/harapan masyarakat yang di dukung dengan kajian akademik. Kebijakan yang dilakukam oleh Pemerintah dan DPR kota Lhokseumawe untuk mempermudah pelayanan pemerintahan, pembangunan dan kemasyarakatan serta harapanya dapat meningkatkan ekonomi masyarakat. Namun kode wilayah belum terbit dari Kementerian Dalam Negeri sehingga terhambatnya Pemekaran Kecamatan Kandang Makmur.Maka Pemerintah Kota Lhokseumawe perlu menyurati Gubernur Aceh melalui Biro Tata pemerintah Setda Aceh agar koordinasi antara provinsi dan Pusat bisa terlaksana dengan baik.. Kesimpulan: Telah terwujud kerjasama antara Pemerintah dan Dewan Perwakilan Rakyat Kota (DPRK) Lhokseumawe yaituKeputusan Dewan Perwakilan Rakyat Kota Lhokseumawe Nomor 14 Tahun 2021 Tentang Persetujuan Rancangan Qanun Kota Lhokseumawe.
