Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the large number of unruly street vendors in Serang City, Banten Province. Purpose: The purpose of this research is to find out the implementation of the policy of controlling street vendors in Serang City, to find out the factors that hinder the implementation of the policy of controlling street vendors in Serang City, and to find out the efforts made in dealing with the obstacles in the implementation of controlling street vendors by the Pamong Praja Police Unit. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: From the research conducted by the author, the results obtained are that there are still inhibiting factors in the implementation of policies to control street vendors in Serang City, namely the lack of understanding and compliance of street vendors with policies governing the control and arrangement of street vendors. Another inhibiting factor is the lack of performance carried out by the Serang City Satpol PP such as the lack of patrols and supervision carried out by the Serang City Satpol PP which results in many street vendors still selling carelessly. In addition, the number of Serang City Satpol PP personnel is also one of the inhibiting factors in the implementation of this policy. The number of personnel of Satpol PP Serang City is still insufficient to control and secure the large number of street vendors who sell carelessly. Conclusion: The Implementation of Street Vendor Control Policy by the Civil Service Police Unit in Serang City, Banten Province has been running well because it has fulfilled the dimensions or benchmarks of the theory used. The dimensions used in this study are the dimensions of Policy Implementation proposed by Edward II, namely Communication, Bureaucratic Structure, Resources, and Disposition. Keywords: Controlling, Street Vendors, Serang City ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan tentang banyaknya pedagang kaki lima yang tidak tertib aturan di Kota Serang Provinsi Banten . Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui implementasi kebijakan penertiban pedagang kaki lima di Kota Serang, mengetahui faktor-faktor penghambat implementasi kebijakan penertiban pedagang kaki lima di Kota Serang. mengetahui upaya yang dilakukan dalam menangani hambatan dalam pelaksanaan penertiban pedagang kaki lima oleh Satuan Polisi Pamong Praja. Metode: Metode penelitian yang 2 digunakan adalah penelitian kualitatif deskriptif dan dengan teknik pengumpulan data menggunakan wawancara,, observasi, dan dokumentasi. Hasil/Temuan: Dari penelitian yang dilakukan oleh penulis, hasil yang diperoleh adalah masih adanya faktor penghambat dalam implementasi kebijakan penertiban pedagang kaki lima di Kota Serang yaitu masih kurangnya pemahaman dan kepatuhan pedagang kaki lima terhadap kebijakan yang mengatur penertiban dan penataan pedagang kaki lima. Faktor penghambat yang lain adalah masih kurangnya kinerja yang dilakukan oleh pihak Satpol PP Kota Serang seperti masih minimnya patroli dan pengawasan yang dilakukan oleh Satpol PP Kota Serang sehingga mengakibatkan PKL masih banyak yang berjualan secara sembarangan. Selain itu, jumlah personil Satpol PP Kota Serang juga menjadi salah satu faktor penghambat dalam implementasi kebijakan ini. Jumlah personil Satpol PP Kota Serang masih belum mencukupi untuk melakukan penertiban dan pengamanan terhadap banyaknya jumlah PKL yang berjualan dengan sembarang. Kesimpulan: Implementasi Kebijakan Penertiban Pedagang Kaki Lima oleh Satuan Polisi Pamong Praja di Kota Serang Provinsi Banten sudah berjalan dengan baik karena telah memenuhi dimensi atau tolak ukur teori yang digunakan. Dimensi yang digunakan pada penelitian ini adalah dimensi Implementasi Kebijakan yang dikemukakan oleh Edward II, yaitu Komunikasi, Struktur Birokrasi, Sumber Daya, dan Disposisi.
