Abstract

ABSTRACT Problem Statement/ Background (GAP) : This research is based on the problem of implementing the DPRD's oversight function and the inhibiting factors in implementing the Tarakan City APBD for the 2022 Fiscal Year. Purpose : The purpose of this research is to identify the implementation of the DPRD's oversight function and the inhibiting factors for the oversight function in the implementation of the Tarakan City's APBD for the 2022 Fiscal Year. Method : Methods This research is qualitative with an inductive approach, data collection techniques using library research methods and field research methods. Result : . The results of this study indicate that the implementation of the supervisory function carried out by the Tarakan City DPRD in supervising the implementation of the Tarakan City APBD for the 2022 Fiscal Year is not optimal. Conclusion : The suggestion put forward from this research is that the DPRD is expected to be able to compile Standard Operating Procedures (SOP) regarding APBD supervision which is facilitated by the DPRD secretariat and in the implementation of the budget oversight function it should not be devoted much to work visits in the form of comparative studies, but rather to improve the quality of DPRD members. Keywords: APBD, DPRD, Oversight Function ABSTRAK Permasalahan/ Latar Belakang (GAP): Penelitian ini didasarkan pada masalah implementasi fungsi pengawasan DPRD dan faktor-faktor penghambat dalam pelaksanaan APBD Kota Tarakan Tahun Anggaran 2022. Tujuan : Tujuan penelitian ini adalah untuk mengidentifikasi implementasi fungsi pengawasan DPRD dan faktor-faktor penghambat fungsi pengawasan dalam pelaksanaan APBD Kota Tarakan Tahun Anggaran 2022. Metode : Metode penelitian ini adalah kualitatif dengan pendekatan induktif, teknik pengumpulan data menggunakan metode penelitian Pustaka dan metode penelitian lapangan. Hasil/Temuan : Hasil penelitian ini menunjukkan bahwa pelaksanaan fungsi pengawasan yang dilakukan oleh DPRD Kota Tarakan dalam pengawasan pelaksanaan APBD Kota Tarakan Tahun Anggaran 2022 adalah belum optimal. Kesimpulan : Saran yang diajukan dari penelitian ini adalah DPRD diharapkan dapat menyusun SOP tentang pengawasan APBD yang difasilitasi oleh sekretariat DPRD serta dalam pelaksanaan fungsi pengawasan anggaran sebaiknya tidak banyak diperuntukkan untuk kunjungan kerja dalam bentuk studi banding, tetapi lebih kepada peningkatan kualitas anggota DPRD.
