Abstract

ABSTRACT Problem/Background (GAP): The thesis entitled "Implementation of Online Single Submission application services in Aceh Besar District was created to identify and analyze the Implementation of Online Single Submission Applications (OSS) to facilitate licensing services for micro, small and medium enterprises in Aceh Besar District as well as analyze the inhibiting factors and supports as well as efforts to overcome inhibiting factors when applying for business licenses for the Micro, Small and Medium Enterprises sector.Purpose: . was created to identify and analyze the Implementation of Online Single Submission Applications (OSS) to facilitate licensing services for micro, small and medium enterprises in Aceh Besar District as well as analyze the inhibiting factors and supports as well as efforts to overcome inhibiting factors when applying for business licenses for the Micro, Small and Medium Enterprises sector. Methods: The research method used in this study is a qualitative descriptive method with an inductive approach. By using sampling techniques, namely purposive sampling, and snowball sampling to determine informants, observations, interviews and documentation for data collection and data analysis techniques carried out through data reduction, data presentation and drawing conclusions. Results: . Based on the results of the research analysis, it was found that the implementation of the online single submission application service (Online Single Submission) for MSMEs in Aceh Besar District has been going well but is still encountering several obstacles, namely the Online Single Submission (OSS) system has not been updated which has resulted in disruptions during system operation. Online Single Submission (OSS), not all employees in charge of operating the Online Single Submission (OSS) system have received training regarding the use of the Online Single Submission (OSS) system. The supporting factors that the authors encountered were computers and those that were sufficient to support the operation of the Online Single Submission (OSS) system. Then, efforts are being made to overcome the inhibiting factors by periodically updating the Online Single Submission (OSS) siytem so that the system becomes more stable, secondly, holding training for employees on duty and intensifying socialization to business actors, so that business actors can know more and understand more about the OSS system Conclusion: Suggestions from the author are increasing internet bandwidth to 100 mbps at the Aceh Besar District DPMPTSP office for smooth service, especially online- based services and further intensifying socialization to the community, the second is updating the Aceh Besar District DPMPTSP website so that the public is aware of the latest licensing service developments and can access various kinds of actual information. Keywords: Implementation, Online Single Submission System, Service ABSTRAK Permasalahan/Latar Belakang(GAP): Skripsi yang berjudul “Implementasi pelayanan aplikasi pengajuan Tunggal Online (Online Single Submission) di Kabupaten Aceh Besar dibuat untuk mengetahui dan menganalisa Implementasi Aplikasi Online single submission (OSS) untuk mempermudah pelayanan perizinan usaha mikro kecil dan menengah di Kabupaten Aceh Besar serta menganalisa faktor penghambat dan pendukung serta upaya mengatasi faktor penghambat pada saat mengurus surat izin usaha sektor Usaha Mikro Kecil dan Menengah.Tujuan: dibuat untuk mengetahui dan menganalisa Implementasi Aplikasi Online single submission (OSS) untuk mempermudah pelayanan perizinan usaha mikro kecil dan menengah di Kabupaten Aceh Besar serta menganalisa faktor penghambat dan pendukung serta upaya mengatasi faktor penghambat pada saat mengurus surat izin usaha sektor Usaha Mikro Kecil dan Menengah.Metode: Metode penelitian yang digunakan dalam penelitian ini yaitu metode deskriptif kualitatif dengan pendekatan induktif. Dengan menggunakan teknik sampling ialah purposive sampling, dan snowball sampling untuk menentukan informan, observasi, wawancara dan dokumentasi untuk pengumpulan data dan teknik analisis data dilaksanakan melalui cara reduksi data, penyajian data dan penarikan kesimpulan. Hasil Berdasarkan hasil analisis penelitian diperoleh implementasi pelayanan aplikasi Pengajuan tunggal online (Online Single Submission) bagi pelaku UMKM di Kabupaten Aceh Besar sudah berjalan dengan baik namun masih menemui beberapa kendala, yaitu belum updatenya sistem Online Single Submission (OSS) yang mengakibatkan gangguan pada saat pengoperasian sistem Online Single Submission (OSS), belum semua pegawai yang bertugas mengoperasikan sistem Online Single Submission (OSS) mendapat pelatihan terkait penggunaan sistem Online Single Submission (OSS). Adapun faktor pendukung yang penulis temui adalah komputer dan yang memadai untuk menunjang pengoperasian sistem Online Single Submission (OSS). Kemudian, upaya yang dilakukan untuk mengatasi faktor penghambat adalah dengan melakukan update sistem Online Single Submission (OSS) secara berkala agar sistem menjadi lebih stabil, kedua mengadakan pelatihan bagi para pegawai yang bertugas dan menggencarkan lagi sosialisasi kepada para pelaku usaha, agar para pelaku usaha bisa lebih mengetahui dan lebih paham mengenai sistem OSS.Kesimpulan Saran dari penulis adalah Meningkatkan bandwith internet menjadi 100 mbps di kantor DPMPTSP Kabupaten Aceh Besar untuk kelancaran pelayanan, terutama pelayanan yang berbasis online dan lebih menggencarkan lagi pemberian sosialisasi kepada masyarakat, yang kedua memperbaharui website DPMPTSP Kabupaten Aceh Besar agar masyarakat mengetahui perkembangan pelayanan perizinan terbaru dan dapat mengakses berbagai macam informasi terkaktual.
