Abstract

Permasalahan/Latar Belakang (GAP): Memajukan kewirausahaan di Indonesia memerlukan dukungan dan peran serta dari semua pihak. Makin banyak masyarakat yang berwirausaha dan mampu mengembangkan usahanya maka akan berdampak signifikan terhadap kemajuan perekonomian Indonesia.Program Kewirausahaan (ProKus) adalah program yang dibuat oleh Kementerian Sosial, dan dilaksanakan oleh Dinas Sosial dan lembaga-lembaga permodalan lainnya, dengan Tujuan dari adanya pemberdayaan masyarakat melalui Program Kewirausahaan Sosial (ProKus) adalah untuk mencetak calon kewirausahaan sosial KPM yang telah menerima manfaat dari Program Perlindungan dan Jaminan Sosial serta Program Rehabilitasi Sosial menjadi wirausaha yang berjiwa bisnis dan sosial, tangguh, mandiri, perduli dengan lingkungan social dan tidak bergantung kepada Bantuan Sosial yang diterima selama ini. Tujuan Penelitian ini bertujuan untuk mengetahui proses pemberdayaan masyarakat melalui Program Kewirausahaan Sosial (ProKus) di Kabupaten Bandung Provinsi Jawa Barat. Desain penelitian yang digunakan adalah penelitian kualitatif dengan metode deskriptif.Teknik pengumpulan data yang digunakan adalah dengan wawancara, observasi, dan dokumentasi, serta menggunakan Teknik purposive sampling dengan informan berjumlah 11 orang yang bertujuan untuk mendapatkan gambaran secara utuh atas Pemberdayaan masyarakat melalui Progam Kewirausahaan Sosial (ProKus) di Kabupaten Bandung Provinsi Jawa Barat. Hasil/Temuan: Berdasarkan hasil penelitian yang dilakukan oleh penulis selama kegiatan penelitian berlangsung dapat disimpulkan bahwa kemampuan mengelola keuangan pada usaha di Jawa Barat masih bisa dibilang cukup rendah atau Kurang, sehingga pemberdayaan masyarakat melalui program kewirausahaan (ProKus) di Kabupaten Bandung Provinsi Jawa Barat merupakan solusi yang cukup efektif, Program Kewirausahaan Sosial (ProKus) ini sudah berjalan sesuai rencana meskipun hal tersebut dalam pelaksanaannya dinilai masih belum maksimal karena adanya beberapa faktor penghambat seperti singkatnya waktu pelaksanaan program. Kesimpulan: Kementerian Sosial sebagai leading sector program penanggulangan kemiskinan, berupaya melaksanakan pengurangan kemiskinan. Upaya tersebut diantaranya melalui menambah jumlah penerima Program Keluarga Harapan (PKH) menjadi 10 juta Keluarga Penerima Manfaat (KPM), dengan mengadakan Program Kewirausahaan (ProKus). Upaya merespon permasalahan dan kebutuhan kelompok sasaran, ada 2 Metode yang digunakan dalam proses pemberdayaan ProKus yaitu Metode Pendampingan Sosial dan Metode Inkubasi Bisnis. Sedangkan Model yang diterapkan meliputi, yaitu Model Integratif, dan Model Adaptif. The Entrepreneurship Program (ProKus) is a program created by the Ministry of Social Affairs, and implemented by the Social Service and other capital institutions, with the aim of community empowerment through The Social Entrepreneurship Program (ProKus) is to produce KPM social entrepreneurship candidates who have received benefits from the Social Protection and Security Program and the Social Rehabilitation Program to become entrepreneurs who have a business and social spirit, are tough, independent, care about the social environment and do not depend on social assistance. received so far.Purpose: The purpose of this research is to find out the process of community empowerment through the Social Entrepreneurship Program (ProKus) in Bandung Regency, West Java Province. The research design used was qualitative research with descriptive methods. Data collection techniques used were interviews, observation, and documentation, as well as using a purposive sampling technique with 11 informants whose aim was to get a complete picture of community empowerment through the Social Entrepreneurship Program ( ProKus) in Bandung Regency, West Java Province. Results/Findings: Based on the results of research conducted by the author during the research activities, it can be concluded that the ability to manage finances in businesses in West Java is still relatively low or lacking, so that community empowerment through the entrepreneurship program (ProKus) in Bandung Regency, West Java Province is a fairly effective solution, the Social Entrepreneurship Program (ProKus) has been running according to plan even though this is considered to be not optimal in its implementation due to several inhibiting factors such as the short duration of program implementation. Conclusion: The Ministry of Social Affairs as the leading sector for poverty alleviation programs seeks to implement poverty reduction. These efforts include increasing the number of beneficiaries of the Family Hope Program (PKH) to 10 million Beneficiary Families (KPM), by holding an Entrepreneurship Program (ProKus). In an effort to respond to the problems and needs of the target group, there are 2 methods used in the ProKus empowerment process, namely the Social Assistance Method and the Business Incubation Method. While the model applied includes, namely the Integrative Model, and the Adaptive Model.
