Abstract

ABSTRACT Problems/Background (GAP): Technological developments have entered every layer of human life. Therefore, the government is starting to think about how to improve public services by utilizing digital information system technology combined with public services, one example of which is smart governance. From this background, in this study there are two problem formulations, namely 1. How is smart governance implemented by the Banjarmasin City Information Communication and Statistics Service. 2. What are the obstacles in implementing smart governance towards Banjarmasin Smartcity. Objective: The aim of this research is to find out the efforts to implement smart governance by the Office of Communication, Informatics and Statistics of the City of Banjarmasin and to analyze the obstacles that hinder the implementation of smart governance. In this study, researchers used smart governance indicators according to Giffinger (2007) including participatory decision making, transparency of governance, public and social services, and political strategies and perspectives. Methods: This study used a qualitative research method with a descriptive approach. Data collection techniques in this study are by interview, observation, and documentation. Results/Findings: the findings obtained by researchers are the very good preparation of the Banjarmasin City government, the implementation of socialization that has not been evenly distributed, and the ability of the community to access information technology optimally. Conclusion: From the results of this study it can be concluded that the Banjarmasin City government has prepared very well for the implementation of smart governance, this is evidenced by the Mayor Regulation number 40 of 2019 concerning the smart city master plan and the road map for the Banjarmasin smart city master plan 2022-2206. However, in its implementation there are several obstacles such as uneven socialization regarding applications, people who are clueless (technology illiterate), and elements of illegal KKN practices (Corruption, Collusion, and Nepotism). Suggestions from researchers are to maintain service applications, increase socialization of service applications, increase digital literacy of the people of Banjarmasin City, and conduct research related to other pillars of smart city. Keywords: Master plan, Smart City, Smart Governance, Technology ABSTRAK Permasalahan/Latar Belakang (GAP) : Perkembangan teknologi telah masuk dalam setiap lapisan kehidupan manusia. Oleh karena itu pemerintah mulai memikirkan cara meningkatkan pelayanan publik dengan memanfaatkan teknologi sistem informasi digital yang dipadukan dengan pelayalanan publik yang mana salah satu contohnya ialah smart governance. Dari latar belakang tersebut, pada penelitian ini terdapat dua rumusan masalah , yaitu 1.Bagaimana penerapan smart governance yang dilakukan Dinas Komunikasi Informasi dan Statistik Kota Banjarmasin. 2.Apa saja kendala dalam penerapan smart governance menuju Banjarmasin Smartcity. Tujuan : Tujuan penelitian ini ialah mengetahui upaya penerapan smart governance yang dilakukan oleh Dinas Komunikasi Informatika dan Statistik Kota Banjarmasin dan menganalisis kendala yang menghambat dalam penerapan smart governance. Dalam penelitian ini peneliti menggunakan indikator smart governance menurut Giffinger (2007) meliputi pengambilan keputusan yang partisipatif, transparansi tata kelola pemerintahan, pelayanan publik dan sosial, dan strategi dan perspektif politik. Metode : Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskrptif. Teknik pengumpulan data dalam penelitian ini yaitu dengan wawancara, observasi, dan dokumentasi. Hasil/Temuan : temuan yang didapatkan peneliti yaitu persiapan pemerintah Kota Banjarmasin yang sangat baik, pada pelaksanaan sosialisasi yang belum merata, dan kemampuan masyarakan dalam mengakses teknologi informasi dengan maksimal. Kesimpulan : Dari hasil penelitian ini dapat disimpulkan bahwa pemerintah Kota Banjarmasin telah mempersiapkan penerapan smart governance dengan sangat baik, hal tersebut dibuktikan dengan adanya Peraturan Walikota nomor 40 tahun 2019 tentang masterplan smart city dan road map masterplan smart city Banjarmasin 2022-2206. Namun, pada penerapannya terdapat beberapa kendala seperti sosialisasi mengenai aplikasi yang belum merata, masyarakat yang gaptek (gagap teknologi), dan oknum praktik ilegal KKN (Korupsi, Kolusi, dan Nepotisme). Saran dari peneliti ialah memaintenance aplikasi pelayanan, meningkatkan sosialisasi aplikasi pelayanan, meningkatkan literasi digital masyarakat Kota Banjarmasin, dan melakukan penelitian terkait pilar lain dari smart city.
