Abstract

ABSTRACT Problem Statement/Background (GAP): The city of Bandung is often visited by tourists as a shopping city because of the many scattered malls and factory outlets. As time went on, so many developments took place that now the city of Bandung has gradually become a tourist and culinary city. In 2007, the results of a consortium of international NGOs made the city of Bandung the most creative city pilot project in East Asia. Purpose: This study aims to identify and describe the role of the Department of Culture and Tourism in optimizing tourism management in the city of Bandung. Method: The research method used is descriptive qualitative research method with an inductive approach. The data collection techniques used are observation, interviews and documentation. The data analysis technique used is data reduction, data exposure, and drawing conclusions. To find out the role of the apparatus of the Department of Culture and Tourism in optimizing the management of tourism in the city of Bandung, this study uses Kusnadi's role theory which includes the dimensions of personal role, role related to information , decision role. Result: The results showed that the State Civil Apparatus of the Culture and Tourism Office of Bandung City had a good performance based on the results of an increase in the number of tourists visiting both domestic and foreign who came to the City of Bandung so that in this case the State Civil Apparatus of the Bandung City Culture and Tourism Office had worked with good, although in this case the State Civil Apparatus of the Culture and Tourism Office of the City of Bandung still lacks Human Resources who are experts in tourism matters, this has caused the development and development of tourism in the City of Bandung to not be optimal. Increasing special skills for the State Civil Apparatus of the Department of Culture and Tourism of the City of Bandung has a major influence on the management of tourism in the City of Bandung. Conclusion: The development and development of tourism in the City of Bandung has not been maximized because the human resources owned by the Department of Culture and Tourism of the City of Bandung lack special expertise so that the development and development of tourism in the City of Bandung is not optimal. Keywords: Apparatus, Tourism, Role ABSTRAK Permasalahan/Latar Belakang (GAP): Kota Bandung sering kali dikunjungi oleh wisatawan sebagai Kota belanja karena banyaknya mall dan factory outlet yang tersebar. Seiring berjalannya waktu begitu banyak pembangunan yang terjadi hingga kini Kota Bandung berangsur-angsur menjadi kota wisata dan kuliner. Pada tahun 2007, hasil dari beberapa konsorsium LSM internasional menjadikan Kota Bandung sebagai pilot project kota terkreatif se-Asia Timur. Tujuan: Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan peran aparatur Dinas Kebudayaan Dan Pariwisata dalam mengoptimalkan pengelolaan wisata di Kota Bandung. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dengan pendekatan induktif. Adapun teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, paparan data, dan penarikan kesimpulan. Untuk mengetahui peran aparatur Dinas Kebudayaan Dan Pariwisata dalam mengoptimalkan pengelolaan wisata di Kota Bandung penelitian ini menggunakan teori Peran oleh Kusnadi yang meliputi dimensi Peranan Pribadi (interpersonal role), Peranan berkaitan dengan Informasi (information role), Peran Keputusan (Decision Role). Hasil/Temuan: Hasil penelitian menunjukkan bahwa Aparatur Sipil Negara Dinas Kebudayaan dan Pariwisata Kota Bandung memiliki kinerja yang baik hal itu berdasarkan hasil peningkatan jumlah kunjungan wisatawan baik domestik maupun mancanegara yang datang ke Kota Bandung sehingga dalam hal ini Aparatur Sipil Negara Dinas Kebudayaan dan Pariwisata Kota bandung telah bekerja dengan baik walaupun dalam hal ini Aparatur Sipil Negara Dinas Kebudayaan dan Pariwisata Kota Bandung masih kekurangan Sumber Daya Manusia yang ahli dalam hal kepariwisataan hal ini menyebabkan belum maksimal nya pembangunan dan pengembangan pariwisata Kota Bandung. Peningkatan keahlian khusus untuk Aparatur Sipil Negara Dinas Kebudayaan dan Pariwisata Kota Bandung memiliki pengaruh besar terhadap pengelolaan pariwisata di Kota Bandung. Kesimpulan: Belum maksimal nya pembangunan dan pengembangan pariwisata Kota Bandung dikarenakan sdm yang dimiliki oleh Dinas Kebudayaan dan Pariwisata Kota Bandung yang kekurangan keahlian khusus sehingga kurang maksimal nya pengembangan dan pembangunan pariwisata Kota Bandung.
