Abstract

ABSTRACT Problem/Background (GAP): The development of tourist objects is one of the efforts to increase the number and quality of tourist visits. In the context of tourism object development, it is important to improve or improve an object or place so that it becomes a better tourist attraction. One of the tourist objects that has great potential is Warna Oesapa Beach, Kupang City. Objective: This study aims to determine the inhibiting factors and supporting factors in the development of the Warna Oesapa Beach tourist attraction, as well as the efforts made by the government to overcome these inhibiting factors. Method: This study uses a descriptive qualitative method with three methods of collecting data sources, namely observation, interviews, and documentation. After that, the data is condensed, reduced, presented, and analyzed to draw conclusions. This method provides an overview of the supporting and inhibiting factors in the development of Warna Oesapa Beach and can provide recommendations for the government and related parties. Results/Findings: The results of the study show that the development of the Warna Oesapa Beach tourist attraction in Kupang City has been good in several aspects, but there are still inhibiting factors such as lack of government support and low community participation. The government has made efforts such as cooperation with the private sector, promotion and improvement of basic infrastructure, but more intensive and coordinated efforts are still needed with the community and related parties. Conclusion: Research recommends that the tourism and cultural services pay attention to the advice and infrastructure around tourist objects, be more active in developing tourist objects, and be firm in policies. The support of the community and other related parties is also important to maximize the potential of Warna Oesapa Beach as a tourist attraction. Keywords: Development, Tourism, Tourism Object Development ABSTRAK Permasalahan/Latar Belakang(GAP): Pengembangan objek wisata merupakan salah satu upaya untuk meningkatkan jumlah dan kualitas kunjungan wisata. Dalam konteks pengembangan objek wisata, penting untuk memperbaiki atau meningkatkan suatu objek atau tempat agar menjadi daya tarik wisata yang lebih baik. Salah satu objek wisata yang memiliki potensi besar adalah Pantai Warna Oesapa Kota Kupang. Tujuan: Penelitian ini bertujuan untuk mengetahui faktor penghambat dan faktor pendukung dalam pengembangan objek wisata Pantai Warna Oesapa, serta upaya yang dilakukan pemerintah dalam mengatasi faktor penghambat tersebut. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan tiga metode pengambilan sumber data yaitu observasi, wawancara, dan dokumentasi. Setelah itu, data dikondensasi, direduksi, disajikan, dan dianalisis untuk menarik kesimpulan. Metode ini memberikan gambaran faktor pendukung dan penghambat dalam pengembangan Pantai Warna Oesapa dan dapat memberikan rekomendasi bagi pemerintah dan pihak terkait. Hasil/Temuan: Hasil penelitian menunjukkan Pengembangan objek wisata Pantai Warna Oesapa Kota Kupang sudah baik pada beberapa aspek, tetapi masih ada faktor penghambat seperti kurangnya dukungan pemerintah dan rendahnya partisipasi masyarakat. Pemerintah telah melakukan upaya seperti kerjasama dengan swasta, promosi, dan peningkatan infrastruktur dasar, tetapi masih diperlukan upaya lebih intensif dan terkoordinasi dengan masyarakat dan pihak-pihak terkait. Kesimpulan: Penelitian merekomendasikan agar dinas pariwisata dan kebudayaan memperhatikan saran dan prasarana di sekitar objek wisata, lebih aktif dalam pengembangan objek wisata, dan tegas dalam kebijakan. Dukungan masyarakat dan pihak-pihak terkait lainnya juga penting untuk memaksimalkan potensi Pantai Warna Oesapa sebagai objek wisata. Kata Kunci: Pengembangan, Pariwisata, Pengembangan Objek Wisata
