Abstract

ABSTRACT Problem.backround (GAP): An archive is any written note either in the form of an image of a chart that contains information about a subject or event that people create to help their memories. For grows public service, the government have done to pushes about digitize an archive that make effective there’s recognize by any aspect. This is done by Pemerintah Kabupaten Buleleng, Provinsi Bali also. Purpose: This research is for analytic the effectiveness of archive management especially in searching back system in BKPSDM Kabupaten Buleleng. Method: This reseach uses qualitative research with descriptive methods and inductive approaches. Data sources use primary and secondary data sources. Data collection techniques are carried out using interviews, observation and documentation. Data analysis techniques are obtained through data reduction, data presentation, verification and conclusions. Result/ Finding: The result of research showed the archive management in BKPSDM is ineffective yet that marked by data, interview and observation from writer in research location. Conclusion: The Archive Storage System at the Personnel and Human Resources Development Agency of Buleleng Regency uses an index and code numbering system in the form of NIP in accordance with the rules of the National Civil Service Agency (BKN). While the Digital Archives storage system itself is quite good because it is managed on the Personnel Information System and a centralized server is managed together with the KOMINFO Office of Buleleng Regency. Keywords : Archive Management, Effectiveness, Factor of Effectiveness ABSTRAK Permasalahan/latar belakang (GAP): Arsip adalah setiap catatan tertulis baik dalam bentuk gambar ataupun bagan yang memuat keterangan-keterangan mengenai suatu subjek (pokok persoalan) ataupun peristiwa yang dibuat orang untuk membantu daya ingatan orang (itu) pula. Dalam upaya meningkatkan kinerja pelayanan publik, pemerintah mendorong untuk melakukan peremajaan dan digitalisasi arsip yang efisien salah satunya ialah mengelolanya dengan berbagai jenis aspek. Hal ini juga dilaksanakan oleh Pemerintah Kabupaten Buleleng, Provinsi Bali. Tujuan: Penelitian ini bertujuan untuk menganalisis efektivitas pengelolaan arsip khususnya pada sistem temu kembali arsip kepegawaian di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Buleleng. Metode: Penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Sumber data menggunakan sumber data primer dan sekunder. Teknik Pengumpulan data dilakukan menggunakan wawancara, observasi dan dokumentasi. Teknik analisis data diperoleh melalui reduksi data, penyajian data, verifikasi dan penarikan kesimpulan. Hasil/temuan: Hasil penelitian menunjukan bahwa pengelolaan arsip khususnya pada sistem temu kembali arsip pegawai di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Buleleng ialah belum efektif ditandai dengan beberapa data lapangan dan pelaksanaan wawancara penulis di lokasi penelitian terkait. Kesimpulan: Sistem Penyimpanan Arsip di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Buleleng menggunakan sistem penomoran indeks dan kode berupa NIP sesuai dengan aturan Badan Kepegawaian Negara (BKN). Sementara Sistem penympanan Arsip Digitalnya sendiri sudah cukup baik karena dikelola pada Sistem Informasi Kepegawaian dan server terpusat dikelola bersama Dinas KOMINFO Kabupaten Buleleng.
