Abstract

ABSTRACT Problems/Background: The focus of this research is to explain how the effectiveness of the Waiting Service (Lagu) application in KTP management services is in accordance with Presidential Regulation Number 95 of 2018 concerning SPBE due to problems with the Song application, namely due to the small daily service quota and the application sometimes still error. Purpose: the research objective in this study is to explain the effectiveness of the Song application (Waiting Service) at the Pekanbaru City Population and Civil Registration Service. Method: This research is based on the theory of effectiveness according to Subagyo in Setiawan & Prabawati (2018) with the dimensions of accuracy of program targets, program outreach, achievement of program goals, monitoring. This study used a qualitative method with an inductive approach with data collection techniques of interviews, observation, and documentation. Data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. Findings: The results of this study indicate that the song application can be said to be effective because in terms of targeting accuracy the program runs well, the achievement of program objectives has been successful, and program monitoring is running optimally. However, there are still deficiencies in servers that are not yet owned by the Pekanbaru Disdukcapil and the dissemination of application programs that has not been maximized. Conclusion: the Song application needs to be further improved both in terms of the purpose and use of the application, especially to go directly to the field to provide a direct introduction to the Song application to the public and it is hoped that the Pekanbaru City Population and Civil Registration Service will have its own server/network so that it can optimize all services provided using the network/server. Keywords: Application, Effective, Lagu , Program, Outreach ABSTRAK Permasalahan/Latar Belakang: Fokus pada penelitian ini adalah menjelaskan bagaimana efektivitas aplikasi Layanan Tunggu (Lagu) dalam pelayanan pengurusan KTP sesuai dengan Peraturan Presiden Nomor 95 Tahun 2018 Tentang SPBE dikarenakan terdapat permasalahan pada aplikasi Lagu yaitu karena sedikitnya kuota pelayanan harian dan aplikasi yang terkadang masih error. Tujuan: yang menjadi tujuan penelitian dalam penelitian ini adalah menjelaskan efektivitas aplikasi Lagu (Layanan Tunggu) di Dinas Kependudukan dan Pencatatan Sipil Kota Pekanbaru. Metode: Penelitian ini berlandaskan pada teori Efektivitas menurut Subagyo dalam Setiawan & Prabawati(2018) dengan dimensi ketepatan sasaran program, sosialisasi program, pencapaian tujuan program, pemantauan. Penelitian ini menggunakan metode kualitatif dengan pendekatan induktif dengan teknik pengumpulan data wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil Temuan: Hasil dari penelitian ini menunjukkan bahwa aplikasi Lagu dapat dikatakan efektif karena dalam ketepatan sasaran program berjalan dengan baik, pencapaian tujuan program sudah berhasil, dan pemantauan program berjalan dengan maksimal. Akan tetapi masih terdapat kekurangan pada server yang belum dimiliki oleh Disdukcapil Pekanbaru serta sosialisasi program aplikasi yang belum maksimal. Kesimpulan: aplikasi Lagu perlu ditingkatkan lagi baik itu dalam hal tujuan maupun penggunaan aplikasi terutama untuk terjun langsung ke lapangan memberikan pengenalan langsung tentang aplikasi Lagu kepada masyarakat dan diharapkan agar Dinas Kependudukan dan Pencatatan Sipil Kota Pekanbaru mempunyai server/jaringan sendiri sehingga dapat mengoptimalkan semua layanan yang menggunakan jaringan/server tersebut.
