Abstract
ABSTRAK Program Bank Daur’s Purna Praja Mandar Sari merupakan salah satu program yang dicanangkan oleh Pemerintah Kelurahan Mandar Sari berdasarkan Surat Keputusan Lurah Mandar Sari Nomor 18 Tahunn 2018. Program ini sendiri memiliki tujuan yaitu untuk menekan jumlah sampah dan mengurangi risiko bencana banjir di Kelurahan Mandar Sari yang memiliki banyak sungai tersumbat akibat sampah. Berdasarkan hal tersebut penulis mengambil judul “Efektivitas Program Bank Daur’s Purna Praja Mandar Sari dalam Pengurangan Risiko Bencana Banjir di Kelurahan Mandar Sari Kecamatan Kertak Hanyar Kabupaten Banjar Provinsi Kalimantan Selatan” Penilitian ini dalam penulisan bertujuan untuk mengetahui bagaimana pengefektivitasan program Bank Daur’s Purna Praja Mandar Sari dalam Pengurangan Risiko Bencana Banjir di Kelurahan Mandar Sari, apa saja yang bisa menjadi penghambat dan penunjang jalannya program Bank Daur’s Purna Praja Mandar Sari, serta upaya apa saja yang dilakukan oleh pemerintah untuk mengatasi hambatan pada proses pengefektivitasan Program Bank Daur’s Purna Praja Mandar Sari. Selanjutnya penlis ingin melihat apakah program Bank Daur’s Purna Praja Mandar Sari memiliki peran dan pengaruh yang signifikan dalam pengurangan risiko bencana banjir di Kelurahan Mandar Sari Kecamatan Kertak Hanyar Kabupaten Banjar Provinsi Kalimantan Selatan. Pada penelitian tentang program bank daur’s Purna Praja Mandar Sari ini penulis analisis dengan menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan dimana data-data tersebut diperoleh penulis dari lapangan dalam bentuk hasil observasi, hasil wawancara dan hasil dokumentasi. Penulisan penelitian ini menggunakan desai kualitatif dengan metode deskriptif dan dengan pendekatan induktif. Selanjutnya pada analisis efektivitas organisasi tersebut penulis memilih untuk menggunakan teori milik Duncan dalam Steers. Kemudian dapat penulis simpulkan bahwa Efektivitas Program Bank Daur’s Purna Praja Mandar Sari dalam Pengurangan Risiko Bencana Banjir di Kelurahan Mandar Sari Kecamatan Kertak Hanyar Kabupaten Banjar Provinsi Kalimantan Selatan sudah berjalan cukup baik tetapi ada beberapa kekurangan terutama pada tingkat kesadaran masyarakat dan ketidaktaatan masyarakat dengan hukum yang mengatur tentang pengelolaan sampah. Selain itu pada program ini tetap perlu adanya peningkatan kerja sama lintas sektor dan peningkatan kesadaran masyarakat. ABSTRACT Bank Daur's Purna Praja Mandar Sari program is one of the programs launched by the Mandar Sari Village Government based on the Mandar Sari Village Head Decree Number 18/2018. This program itself has the aim of reducing the amount of waste and reducing the risk of flooding in Mandar Sari Village which has many rivers clogged due to garbage. Based on this, the author took the title "The Effectiveness of the Bank Daur's Purna Praja Mandar Sari Program in Flood Disaster Risk Reduction in Mandar Sari Village, Kertak Hanyar District, Banjar Regency, South Kalimantan Province". This research in writing aims to find out how the effectiveness of the Bank Daur's Purna Praja Mandar Sari program in Flood Disaster Risk Reduction in Mandar Sari Village, what can be an obstacle and support for the Bank Daur's Purna Praja Mandar Sari program, and what efforts are made by the government to overcome obstacles in the process of effectiveness of the Bank Daur's Purna Praja Mandar Sari Program. Furthermore, the researcher wants to see whether the Bank Daur's Purna Praja Mandar Sari program has a significant role and influence in flood disaster risk reduction in Mandar Sari Village, Kertak Hanyar Sub-district, Banjar Regency, South Kalimantan Province. In this research on the Purna Praja Mandar Sari recycling bank program, the author analyzes using data reduction techniques, data presentation, and conclusion drawing where the data is obtained by the author from the field in the form of observation results, interview results and documentation results. The writing of this research uses qualitative desai with descriptive methods and with an inductive approach. Furthermore, in the analysis of organizational effectiveness, the author chose to use Duncan's theory in Steers. Then the author can conclude that the Effectiveness of the Bank Daur's Purna Praja Mandar Sari Program in Flood Disaster Risk Reduction in Mandar Sari Village, Kertak Hanyar District, Banjar Regency, South Kalimantan Province has been running quite well but there are some shortcomings, especially at the level of public awareness and community disobedience with laws governing waste management. In addition, this program still needs to increase cross-sectoral cooperation and increase community awareness. Keywords : Program, Bank Daur's Purna Praja, Waste, Risk Reduction, Disaster, Flood.
