Abstract
ABSTRAK Permasalahan/Latar Belakang (GAP): Latar belakang skripsi ini adalah masih ditemukan banyak juru parkir liar yang beroperasi di Kota Ternate sehingga mengganggu Ketertiban Umum. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui strategi apa yang dipakai Satpol PP Kota Ternate untuk menangani para juru parkir liar yang beroperasi di berbagai titik di Kota Ternate dan apa saja yang menjadi faktor penghambat serta upaya yang dilakukan untuk menangani faktor penghambat tersebut. Penelitian ini dilakukan dengan mengimplementasikan teori strategi menurut James Brian Quinn yang membagi strategi menjadi tiga dimensi, yaitu: Tujuan, Kebijakan dan Program. Metode: Penelitian ini menggunakan metode kualitatif deskriptif. Teknik pengumpulan data yaitu teknik interaktif yang di dalamnya meliputi wawancara, observasi, dan dokumentasi. Hasil/Temuan: Satpol PP dan Dinas Perhubungan Kota Ternate memiliki strategi yaitu menempatkan petugas resmi secara permanen, patroli, membentuk satgas, membuat tempat pengaduan masyarakat dan kerjasama dengan pihak ketiga. Namun ada faktor yang menghambat yaitu kurangnya personil, kurang sarana dan prasaran dan juga tidak memiliki legalitas hukum dalam menindaklanjuti juru parkir liar. Namun ada faktor pendukung yang dapat menjadi solusi terhadap faktor penghambat yaitu melakukan koordinasi dengan instansi-instansi terkait dan juga melakukan kerjasama dengan pihak ketiga. Kesimpulan: Satpol PP sebagai penegak UU Ketertiban Umum telah menjalankan strategi-strategi untuk menangani para juru parkir liar, namun ada faktor penghambat yang harus dihadapi, Satpol PP Kota Ternate dalam menangani faktor penghamat sudah melakukan berbagai cara mulai dari koordinasi dengan instansi pemerintah lainnya maupun koordinasi dengan pihak ketiga. Kata kunci: Strategi, Juru Parkir Liar ; Satuan Polisi Pamong Praja ; Dinas Perhubungan ABSTRACT Problems/Background (GAP): The background of this thesis is that there are still many illegal parking attendants operating in the city of Ternate, thus disturbing public order. Purpose: The purpose of this research is to find out what strategy is used by the Satpol PP of Ternate City to deal with illegal parking attendants who operate at various points in Ternate City and what are the inhibiting factors as well as the efforts made to deal with these inhibiting factors. This research was conducted by implementing strategy theory according to James Brian Quinn which divides strategy into three dimensions, namely: Objectives, Policies and Programs. Method: This study uses a descriptive qualitative method. The data collection technique is an interactive technique which includes interviews, observation, and documentation. This research is studied using the theory of policy implementation according to Donald S. Van Metter and Carl E, Van Horn in Suharno's book which has 6 points in implementing policies, namely: policy standards and objectives, resources, inter-organizational relations, characteristics of implementing agents, socio-political conditions and economics, the disposition of the implementer. Results/Findings: Satpol PP and the Ternate City Transportation Service have a strategy that is to place official officers permanently, patrol, form a task force, create a place for public complaints and cooperate with third parties. However, there are inhibiting factors, namely the lack of personnel, lack of facilities and infrastructure and also lack of legality in following up on illegal parking attendants. However, there are supporting factors that can be a solution to the inhibiting factors, namely coordinating with related agencies and also collaborating with third parties. Conclusion: Satpol PP as an enforcer of the Public Order Law has implemented strategies to deal with illegal parking attendants, but there are inhibiting factors that must be faced, the Satpol PP of Ternate City in dealing with inhibitory factors has carried out various ways, starting from coordinating with other government agencies and coordinating with other parties third.
