Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the service of issuing legal identity documents through the LOAKK (Born Olih Akta Karo KK) program in Tegal Regency, Central Java Province. Purpose: The purpose of this study was to determine and analyze the service of issuing legal identity documents through the LOAKK (Born Olih Akta Karo KK) Program, factors that hindered, and efforts made by the Population and Civil Registration Office of Tegal Regency in overcoming existing obstacles. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: From the research conducted by the author, the results obtained were that the service of issuing population documents through the LOAKK Program had been running for 5 (five) years but in its implementation there were several obstacles coming from the community and LOAKK Program employees. Conclusion: the implementation of population administration services through the LOAKK Program has been running in accordance with Standard Operating Procedures (SOP). Where the targets and objectives of the LOAKK Program are clearly intended for parents who have just given birth to a baby and register no later than 60 days after giving birth. Keywords: LOAKK program, population document ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada pelayanan penerbitan dokumen kependudukan melalui program LOAKK (Lahir Olih Akta Karo KK) di Kabupaten Tegal Provinsi Jawa Tengah. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis pelayanan penerbitan dokumen kependudukan melalui Program LOAKK (Lahir Olih Akta Karo KK), faktor-faktor yang menghambat, serta upaya yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tegal dalam mengatasi hambatan yang ada. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dan dengan teknik pengumpulan data menggunakan wawancara,, observasi, dan dokumentasi. Hasil/Temuan: Dari penelitian yang dilakukan oleh penulis, hasil yang diperoleh adalah pelayanan penerbitan dokumen kependudukan melalui Program LOAKK sudah berjalan selama 5 (lima) tahun namun dalam pelaksanaannya terdapat beberapa kendala yang dating dari masyarakat maupun pegawai Program LOAKK. Kesimpulan: pelaksanaan pelayanan administrasi kependudukan melalui Program LOAKK sudah berjalan sesuai dengan 2 Standar Operasional Prosedur (SOP). Dimana sasaran serta tujuan dari Program LOAKK jelas diperuntukkan bagi orang tua yang baru melahirkan bayi dan mendaftar paling lambat 60 hari setelah melahirkan.
