Abstract

Problem Statement/Background (GAP): The development of the Estate Tourism area in 2021 is experiencing obstacles, due to budget refocusing in the context of handling the Covid-19 pandemic, so the development activities in the Pariwista Estate area are postponed to 2022 with a focus on realigning management and management aspects land legality. Purpose: This research is to find out the implementation of apparatus performance analysis at the Office of Tourism and Creative Economy in the development of estate tourism in NTT Province, to find out the obstacles in implementing apparatus performance analysis in the development of estate tourism and to find out the efforts made to overcome these obstacles. Method: This study uses a qualitative descriptive method with an inductive approach. Data collection techniques were carried out by interviews, observation and documentation. Data analysis techniques were obtained through data reduction, data presentation, verification and drawing conclusions. Results: The results of this study indicate that the performance of apparatus at the Office of Tourism and Creative Economy in the Development of Estate Tourism in the Province of NTT has been going quite well, although it has not been maximized. The inhibiting factors in the development of the Estate Tourism Area in East Nusa Tenggara Province, namely: the lack of human resources and the ability of personnel who are experts in the field of tourism, inadequate supporting facilities and infrastructure and the knowledge and skills of the people in the field of tourism which are still very minimal. Conclusion: Efforts made in the development of the estate tourism area are providing education and training to apparatus at the Tourism Office, improving facilities and infrastructure as well as tourism supporting facilities carried out by the Tourism and Creative Economy Office apparatus and increasing knowledge and skills to the community around the estate tourism area.
