Abstract
The background of this research is the researcher's observations regarding the implementation of the Regional Regulation Number 4 of 2019 concerning Advertisements in the City of Semarang. The formulation of the problem in this study is how is the implementation of Regional Regulation No. 4 of 2019 concerning Billboards carried out by the Civil Service Police Unit of the City of Semarang and what are the supporting and inhibiting factors for the implementation of Regional Regulation No. 4 of 2019 regarding Advertisements in the City of Semarang by the City Civil Service Police Unit Semarang. The research method used is descriptive research with a qualitative approach. The theory used is implementation theory according to Van Meter and Van Horn.Data collection techniques include interviews, observation, and documentation. Data sources in this study are primary and secondary data sources. The data analysis technique used was Miles and Huberman's qualitative data analysis technique, namely data reduction, data presentation, and drawing conclusions. The results of the study show that the implementation of the Regional Regulation No. 4 of 2019 concerning Billboards by the Civil Service Police Unit Office of the City of Semarang has been running quite optimally, but in terms of social, economic and political resources and environment it is still not optimal. The supporting factors for the implementation of the policy are the commitment of members of the Civil Service Police Unit in the City of Semarang to implement the provisions in the regional regulations and the existence of an SOP regarding the implementation of the order that has been prepared. While the inhibiting factor is the community's understanding of Regional Regulation Number 4 of 2019 concerning Billboards which is still lacking and the lack of personnel or human resources in the Civil Service Police Unit of Semarang City.
