Abstract

ABSTRACT Problem Statement/ Background (GAP) : that East Kotawaringin Regency has not yet achieved the title of a child-friendly district to date after its proclamation in 2017, so that it has an impact on the implementation of child protection and the fulfillment of children's rights, especially in the special protection cluster. The purpose of this research is to explain the components of the KLA program evaluation which are important notes for the Office of Women's Empowerment, Child Protection, Population Control and Family Planning of East Kotawaringin Regency. The research method used is a descriptive qualitative research method with an inductive approach. Data collection techniques by conducting interviews, documentation, and observation. The steps of data analysis are data reduction, data presentation and finally conclusion drawing. The results showed that the evaluation of the Child Friendly District program in fulfilling the special protection cluster in East Kotawaringin District has partially fulfilled the CIPP (Context, Input, Process, Produk) dimension and the rest there are still critical things that must be pursued again. The Conclusion of this research is that the fulfillment of the special protection cluster has not run effectively and efficiently due to obstacles from both internal and external, this is evidenced by the absence of specific legal produks, lack of facilities and support from both fellow government organizations and the community. It is expected that the government will conduct regular evaluation and monitoring in order to optimize the achievement of the program. Keywords: Evaluation, Child Friendly District, Special Protection Cluster ABSTRAK Pernyataan Masalah/ Latar Belakang (GAP) : bahwa Kabupaten Kotawaringin Timur hingga saat ini belum meraih predikat kabupaten layak anak setelah dicanangkan pada tahun 2017, sehingga berdampak pada penyelenggaraan perlindungan anak dan pemenuhan hak-hak anak, khususnya pada klaster perlindungan khusus. Tujuan penelitian ini adalah untuk menjelaskan komponen evaluasi program KLA yang menjadi catatan penting bagi Dinas Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk dan Keluarga Berencana Kabupaten Kotawaringin Timur. Metode penelitian yang digunakan adalah metode penelitian kualitatif deksriptif dengan pendekatan induktif. Teknik pengumpulan data dengan melakukan wawancara, dokumentasi, dan observasi. Langkah-langkah analisis data adalah reduksi data, penyajian data dan akhirnya penarikan kesimpulan. Hasil penelitian menunjukkan bahwa evaluasi program Kabupaten Layak Anak dalam pemenuhan klaster perlindungan khusus di Kabupaten Kotawaringin Timur sebagian telah memenuhi dimensi CIPP (Context, Input, Process, Produk) dan sisanya masih ada hal-hal kritis yang harus diupayakan kembali. Kesimpulan dari penelitian ini adalah pemenuhan klaster perlindungan khusus belum berjalan efektif dan efisien karena adanya hambatan baik dari internal maupun eksternal, hal ini dibuktikan dengan tidak adanya produk hukum yang spesifik, kurangnya fasilitas dan dukungan baik dari sesama organisasi pemerintah maupun masyarakat. Diharapkan pemerintah melakukan evaluasi dan pemantauan secara berkala guna mengoptimalkan pencapaian program. Kata kunci: Evaluasi, Kabupaten Layak Anak, Klaster Perlindungan Khusus
