Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the existence of several problems that occur in the tourism sector of Subulussalam City, especially in religious tourism, which affects the interest of tourist visits. Purpose: The purpose of this research is to analyze and find out how the strategic efforts of the Youth, Sports and Tourism Office of Subulussalam city in the development of religious tourism in Subulussalam City, Aceh Province. Describe and know the factors that influence the strategy of the Office of Youth, Sports and Tourism of Subulussalam City in the development of religious tourism in Subulussalam City, Aceh Province. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: From the research conducted by the author, the results obtained are the Strategy of the Department of Youth, Sports and Tourism of Subulussalam City in developing religious tourism in Subulussalam City has been running, it's just that there are certain limitations that cause all of these strategies cannot be implemented simultaneously, so it is necessary to sort the priority level of the strategy based on its strategic level. Therefore, researchers provide suggestions in order to improve facilities and infrastructure, and more actively carry out guidance, supervision, and territorial approaches, and more actively coordinate well with tourism managers and village communities around tourist attractions, as well as institutions that have authority. Conclusion: In the development of religious tourism in Subulussalam City, Aceh Province, of course there are certain limitations as described in the inhibiting factors in the development of religious tourism, causing all of these strategies cannot be applied simultaneously, so it is necessary to sort the priority level of the strategy based on the level of strategic. The strategy can run effectively by the Subulussalam City Youth, Sports and Tourism Office and all elements of stakeholders and the government support each other and coordinate in implementing these strategies to develop Religious Tourism. Keywords: Strategy; Tourism Development; Religious Tourism ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan tentang adanya beberapa permasalahan yang terjadi pada sector pariwisata Kota Subulussalam, terutama pada wisata religi sehingga mempegaruhi minat kunjungan wisatawan. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis dan mengetahui bagaimana upaya yang strategis Dinas Kepemudaan Olahraga dan Pariwisata kota Subulussalam dalam pengembangan wisata religi Kota Subulussalam Provinsi Aceh. Mendiskripsikan dan mengetahui faktor-faktor yang mempengaruhi dalam strategi Dinas Kepemudaan Olahraga dan Pariwisata Kota Subulussalam dalam pengembangan wisata religi Kota Subulussalam Provinsi Aceh. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dan dengan teknik pengumpulan data menggunakan wawancara,, observasi, dan dokumentasi. Hasil/Temuan: Dari penelitian yang dilakukan oleh penulis, hasil yang diperoleh adalah Strategi Dinas Kepemudaan Olahraga dan Pariwisata Kota Subulussalam dalam pengembangan wisata religi di Kota Subulussalam telah berjalan, hanya saja ada keterbatasan tertentu sehingga menyebabkan seluruh strategi tersebut tidak dapat diterapkan secara bersamaan, sehingga perlu diurutkan tingkat prioritas strategi berdasarkan tingkat kestrategisannya. Maka dari itu, peneliti memberikan saran agar dapat meningkatkan sarana dan prasarana,dan lebih aktif melakukan pembinaan, pengawasan, serta pendekatan kewilayahan, serta lebih aktif berkoordinasi secara baik dengan pengelola wisata maupun masyarakat desa sekitar tempat wisata, dan juga lembaga yang memiliki wewenang. Kesimpulan: Dalam pengembangan wisata religi Kota Subulussalam Provinsi Aceh tentu ada keterbatasan tertentu seperti yang di jelaskan pada faktor penghambat dalam pengembangan wisata religi sehingga menyebabkan seluruh strategi tersebut tidak dapat diterapkan secara bersamaan, sehingga perlu diurutkan tingkat prioritas strategi berdasarkan tingkat kestrategisannya. Strategi tersebut bisa berjalan dengan efektif oleh Dinas Kepemudaan Olahraga dan Pariwisata Kota Subulussalam dan semua unsur stakeholder dan pemerintah saling mendukung serta berkoordinasi dalam menerapkan strategi tersebut untuk mengembangkan Wisata Religi.
