Abstract
ABSTRACT Problem Statement : The empowerment of tapis cloth business actors is not optimal, this is because even though the Pringsewu district government has allocated assistance for raw materials and equipment for tapis cloth production, these business actors have not utilized it optimally, coupled with low innovation so that the products produced are less attractive to market share. Purpose: The purpose of this study is to describe and analyze the empowerment of tapis cloth micro entrepreneurs in Lugusari Village, the inhibiting factors, and the efforts made to overcome these problems. This research is descriptive qualitative with an inductive approach. Method : The empowerment of tapis cloth micro business actors is analyzed using the empowerment theory of Mardikanto and Soebianto (2019) which has dimensions of Human Development, Business Development, Environmental Development, and Institutional Development. Result: In this study, the Koperindag Service Office of Pringsewu Regency has empowered tapis cloth micro-entrepreneurs in Lugusari Village. Conclusion: The Koperindag Service focuses on human development and business development to improve the economy of the people of Lugusari Village. They provide training, workshops and raw material assistance to the community and develop partnership networks with traditional markets and online shops. The agency also provides hardware and software facilities and encourages the development of facilities and infrastructure. In terms of environmental development, the handling of filter cloth waste still needs to be improved. The agency also provides capital assistance to business actors and seeks to improve institutions through the components of person, interests, rules and structure. The inhibiting factor for empowering business actors is the mindset of business actors and business actors who are still technologically illiterate. Efforts made by the Office are to provide training on an ongoing basis and provide training on how to sell products at online shops such as Shopee and Tokopedia. Suggestion: The Office of Cooperatives, Small and Medium Enterprises, Trade and Industry of Pringsewu Regency, Carry out additional frequency of exhibitions of filter fabric products and Improve coordination between sections within the internal organization. Keywords: Tapis Woven Cloth, Empowerment, Micro Business ABSTRAK Permasalahan/Latar Belakang (GAP) : Pemberdayaan pelaku usaha kain tapis belum optimal, hal ini disebabkan walaupun pemerintah daerah kabupaten pringsewu sudah mengalokasikan pemberian bantuan bahan baku dan peralatan pembuatan kain tapis, namun pelaku usaha tersebut belum memanfaatkan secara optimal, ditambah dengan rendahnya inovasi sehingga produk yang dihasilkan kurang diminati oleh pangsa pasar. Tujuan : Tujuan penelitian ini untuk mendeskripsikan dan menganalisis pemberdayaan pelaku usaha mikro kain tapis di Desa Lugusari, faktor penghambat dan upaya yang dilakukan untuk mengatasi faktor penghambat. Penelitian ini bersifat deskriptif kualitatif dengan pendekatan induktif. Metode : Pemberdayaan pelaku usaha mikro kain tapis dianalisis dengan menggunakan teori pemberdayaan Mardikanto dan Soebianto (2019) yang memiliki dimensi Bina Manusia, Bina Usaha, Bina Lingkungan, dan Bina Kelembagaan. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Teknik analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil : Hasil penelitian menunjukkan bahwa, Dinas Koperindag Kabupaten Pringsewu telah melakukan pemberdayaan pelaku usaha mikro kain tapis di Desa Lugusari. Kesimpulan : Dinas Koperindag fokus pada bina manusia dan bina usaha untuk meningkatkan ekonomi masyarakat Desa Lugusari. Mereka memberikan pelatihan, workshop, dan bantuan bahan baku kepada masyarakat serta mengembangkan jejaring kemitraan dengan pasar tradisional dan online shop. Dinas juga memberikan fasilitas hardware dan software serta mendorong pengembangan sarana dan prasarana. Dalam hal bina lingkungan, penanganan limbah kain tapis masih perlu ditingkatkan. Dinas juga memberikan bantuan pemodalan kepada pelaku usaha dan berusaha meningkatkan kelembagaan melalui komponen person, kepentingan, aturan, dan struktur. Faktor penghambat pemberdayaan pelaku usaha adalah mindset pelaku usaha dan pelaku usaha yang masih gagap teknologi. Upaya yang dilakukan oleh Dinas adalah memberikan pelatihan secara berkelanjutan dan pemberian pelatihan cara menjual produk di online shop seperti Shopee dan Tokopedia. Saran : Dinas Koperasi, Usaha Kecil Menengah, Perdagangan, dan Perindustrian Kabupaten Pringsewu ,Melaksanakan tambahan frekuensi pameran produk kain tapis dan Meningkatkan koordinasi antar bagian dalam internal organisasi Kata Kunci: kain tenun tapis, pemberdayaan, usaha mikro
