Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of providing assistance to victims of natural banana in Belu Regency, East Nusa Tenggara Province. Purpose: The purpose of this research is to find out the collaboration between the Civil Service Police Unit and the Social Service in providing natural disaster assistance in Belu Regency, East Nusa Tenggara Province, to find out what factors hinder collaboration between the Civil Service Police Unit and the Social Service in providing natural disaster assistance in Belu Regency, East Nusa Tenggara Province and what collaboration efforts are made by the government in providing natural disaster assistance in Belu Regency. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: From the research conducted by the author, the results obtained are in the collaboration carried out between the pamong praja police unit and the social service has been implemented but has not fully run well. Conclusion: The collaboration process carried out between the Civil Service Police Unit, the Social Service and of course the people of Belu Regency in this case the village apparatus and the village youth organization has been carried out even though it has not been maximized and there are no clear rules underlying the collaboration process. Factors that inhibit government collaboration are the lack of ASN and the absence of rules/regulations that underlie the collaboration process. Keywords: Government Collaboration, Provision of Natural Disaster Assistance ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan tentang pemberian bantuan terhadap korban banana alam di Kabupaten Belu Provinsi Nusa Tenggara Timur. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui kolaborasi antara Satuan Polisi Pamong Praja dengan Dinas Sosial dalam pemberian bantuan bencana alam di Kabupaten Belu Provinsi Nusa Tenggara Timur, mengetahui faktor apa saja yang menjadi penghambat kolaborasi antara Satuan Polisi Pamong Praja dengan Dinas Sosial dalam pemberian bantuan bencana alam di Kabupaten Belu Provinsi Nusa Tenggara Timur serta apa upaya kolaborasi yang dilakukan pemerintahan dalam pemberian bantuan bencana alam di Kabupaten Belu. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dan dengan teknik pengumpulan data menggunakan wawancara,, observasi, dan dokumentasi. Hasil/Temuan: Dari penelitian yang dilakukan oleh penulis, hasil yang diperoleh adalah dalam kolaborasi yang dilakukan antara satuan polisi pamong praja dan dinas sosial sudah terlaksana namun belum sepenuhnya berjalan dengan baik. Kesimpulan: proses kolaborasi yang dilakukan antara Satuan Polisi Pamong Praja, Dinas Sosial dan tentunya masyarakat Kabupaten Belu dalam hal ini perangkat desa dan organisasi karang taruna desa/kelurahan sudah terlaksana meskipun belum maksimal dan belum ada aturan yang jelas yang melandasi proses kolaborasi tersebut. Faktor yang menjadi penghambat kolaborasi pemerintahan adalah kurangnya jumlah ASN dan belum adanya aturan/regulasi yang melandasi proses kolaborasi.
