Abstract

ABSTRACT (in english) Problem Statement/Background (GAP): This study raises the title 'Implementation of the Zoning System Policy on Acceptance of New High School Students in Banyumas Regency (Case Study of SMA Negeri 2 Purwokerto and SMA Negeri 1 Baturaden)'. Purpose: The purpose of this research is to find out how the Implementation of the Zoning System Policy on Acceptance of New High School Students in Banyumas Regency (Case Study of SMA Negeri 2 Purwokerto and SMA Negeri 1 Baturaden), along with the inhibiting factors and also the efforts made to overcome obstacles to the implementation of the policy. Method: The research method used is descriptive qualitative research method with an inductive approach. The data collection technique used is Interview, Observation and Documentation with data analysis techniques namely Qualitative Analysis. The focus of this study uses Edward III's theory which explains that policy implementation is strongly influenced by factors of Communication, Resources, Disposition and Bureaucratic Structure. Result: Based on the results of the research, it shows that the Implementation of the Zoning System Policy on Acceptance of New High School Students in Banyumas Regency (Case Study of SMA Negeri 2 Purwokerto and SMA Negeri 1 Baturaden) has generally been going well. This can be seen from the fulfillment of the dimensions or theory used for the research results, namely the communication that has been carried out has gone well, clearly and consistently; the resources that are owned are also sufficient and adequate; the disposition or attitude of the policy implementor supports the implementation of the policy; and the bureaucratic structure in policy implementation has gone well because policy implementation is in accordance with SOPs and a clear division of responsibilities. The inhibiting factor is that there are still sub-districts that do not have public high schools so that people living in these sub-districts cannot attend public high schools. Conclusion: Efforts have been made to overcome obstacles in realizing the success of policy implementation, namely providing a special quota for people who wish to attend public high school regardless of zoning and planning for the development of public schools in districts that do not yet have public schools. Keywords: Implementation, Zoning System, Acceptance of New High School ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Penelitian ini mengangkat judul ‘Implementasi Kebijakan Sistem Zonasi pada Penerimaan Peserta Didik Baru SMA di Kabupaten Banyumas (Studi Kasus SMA Negeri 2 Purwokerto dan SMA Negeri 1 Baturaden)’. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Kebijakan Sistem Zonasi pada Penerimaan Peserta Didik Baru SMA di Kabupaten Banyumas (Studi Kasus SMA Negeri 2 Purwokerto dan SMA Negeri 1 Baturaden), beserta faktor penghambat dan juga upaya yang dilakukan untuk mengatasi hambatan Implementasi kebijakan. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dengan pendekatan induktif. Adapun teknik pengumpulan data yang digunakan adalah Wawancara, Observasi dan Dokumentasi dengan teknik analisis data yaitu Analisis Kualitatif. Fokus penelitian ini menggunakan teori Edward III yang menjelaskan implementasi kebijakan sangat dipengaruhi oleh faktor-faktor Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Hasil/Temuan: Berdasarkan hasil penelitian menunjukkan Implementasi Kebijakan Sistem Zonasi pada Penerimaan Peserta Didik Baru SMA di Kabupaten Banyumas (Studi Kasus SMA Negeri 2 Purwokerto dan SMA Negeri 1 Baturaden) secara umum sudah berjalan dengan baik. Hal ini dapat dilihat dari terpenuhinya dimensi atau teori yang digunakan terhadap hasil penelitian, yaitu komunikasi yang dilakukan telah berjalan dengan baik, jelas dan konsisten; sumber daya yang dimiliki juga sudah mencukupi dan memadai; disposisi atau sikap yang dimiliki implementor kebijakan mendukung berjalannya kebijakan; dan struktur birokrasi dalam implementasi kebijakan telah berjalan dengan baik karena implementasi kebijakan sudah sesuai dengan SOP serta pembagian tanggungjawab yang jelas. Faktor yang menjadi penghambat, yaitu masih ada kecamatan yang belum memiliki SMA negeri sehingga masyarakat yang tinggal di kecamatan tersebut tidak bisa bersekolah di SMA negeri. Kesimpulan: Upaya yang dilakukan untuk mengatasi hambatan dalam mewujudkan keberhasilan implemntasi kebijakan, yaitu menyediakan kuota khusus bagi masyarakat yang ingin bersekolah di SMA negeri tanpa memperhatikan zonasi serta perencanaan pembangunan sekolah negeri di kecamatan yang belum memiliki sekolah negeri.
